Who can use military recreation programs and services?

Eligibility for military recreation programs and services is broken up into two categories: unlimited use and limited use. Service members and their family members have unlimited access to all military recreation programs and services. This is established by the Department of Defense and may not be modified by local installation commanders. Limited use eligibility requirements are established by the installation commander who may decide to let other patrons access facilities, programs, and services if they are underutilized by the unlimited access population.

Are retired DoD civilians authorized to use facilities? If so, what type of documentation does one need?

Patron eligibility for MWR programs falls into one of two categories: unlimited access and limited access. Unlimited access for MWR programs is consistent from installation to installation, and cannot be modified by installation commanders. Patron eligibility policy for limited access to MWR programs may be modified at the discretion of installation commanders subject to local demand and capacity. Detailed charts describing patron eligibility requirements can be found in Enclosure 4 of DoD Instruction 1015.10, “Military Morale, Welfare, and Recreation (MWR) Programs,” 6 July 2009. According to that policy, DoD and Coast Guard civilians and family members (including retirees and their family members) fall under the second category of limited access. 

Ultimately, access to MWR programs will vary from installation to installation. Retired DoD civilians can check with the installation MWR program to determine whether they are eligible for access to certain MWR programs and facilities. In terms of documentation required, that may also vary and is, again, something that the installation MWR program could explain.

Do military recreation programs and services cost anything?

Some recreation programs and services do charge a small fee, but many are offered to service members and their families at no cost. Although programs such as golf courses, recreation equipment checkout, and marinas do charge patrons, the amount charged is typically lower than a comparable service outside the gate. For specific fees charged for a military recreation program or service aboard an installation, please contact the installation recreation office. Are there services or programs that can help me plan my next vacation?

Yes. Military recreation programs can help service members and their families plan vacations through the Information, Tickets, and Tours (ITT) program. The ITT program provides discounted rates on vacation packages around the world.  Some installations operate recreational lodging facilities, such as cabins in camping areas or beach cabanas, which service members and their families may also use.
