Cagan Crossings Library Reciprocal Borrowing Contract Ends Soon Lake County will soon be requiring northeast Polk County residents pay an annual fee to use the Cagan Crossings Library. This is due to Lake County's request to terminate the Reciprocal Borrowing Contract between the Governing Board of the Polk County Library Cooperative (PCLC) and Lake County Library System.
