With the appointment of The Honorable Ashton B. Carter to the position of Deputy Secretary of Defense, Mr Frank Kendall will be serving as Acting Under Secretary of Defense (Acquisition, Technology and Logistics). I call your attention to this morning’s 7 Oct 11 memo from Mr Kendall entitled “Initial Guidance from the Acting Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT&L))". In this memo, he outlines his six key priorities:
* Supporting forces who are engaged in Overseas Contingency Operations
* Achieving affordable programs.
* Improving efficiency.
* Strengthening the industrial base.
* Strengthening our acquisition workforce (note in particular “Every supervisor should consider a stronger workforce to be his or her most important legacy”)
* We must protect the future. We are in this for the long haul, and we must be vigilant to avoid a hollow force as budgets decline.
