In February, 2009, the Office of Management and Budget (OMB) issued a memo to the heads of Federal departments/agencies on their responsibilities for implementing the Recovery Act, including a request that all agencies submit detailed Program Plans that included key measures of performance and agency-wide plans that include accountability plans. In April, 2009, OMB issued additional guidance to Federal agencies, giving specific instructions on the agency and program plan information to be submitted. In May, 2009, these plans provided by agencies were posted on Recovery.gov and described agency implementation activities, including intended outcomes, key milestones, implementation challenges, the agency accountability plan, and key measures of performance.
OMB issued guidance on May 11, 2010, requesting updated agency program plans via MPM Memo 2010-06. The DOC program plans updated have been coordinated through OMB and as requested in MPM Memo 2010-06 are being posted to our Recovery.Commerce.gov webpage.
