The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164. 

 

The primary purpose of this position is to provide transportation for special needs children.  The bus operated by the employee has a gross vehicle weight of 26,500 pounds and is equipped with a wheelchair lift.  It has the capacity of approximately 23 passengers and three wheelchairs.  Most trips are within the Fort Jackson community and to off-post schools.  When not performing Motor Vehicle (MVO) duties, the employee will assist with Laborer and Custodial services.

Employee drives the bus to transport small school children and special needs children on the installation and public roads, on scheduled bus runs and special runs, including trips to recreation facilities. The employee is required to maneuver the vehicle in and out of constricted areas such as narrow streets and roads, as well as congested parking lots. The employee assures vehicle is not loaded beyond the rated capacity, completes trip tickets and preventive maintenance service records, fills out driver's accident report in case of an accident, and performs operator maintenance in accordance with established criteria, manufacturer's manual, etc. Assists small children and special needs children getting in and out of the vehicle safely and ensures their safety while on board by following seat belt and other safety regulations. 

Sweeps, mops, strips, scrubs, waxes and polishes floors using brooms, mops, industrial type floor scrubbers and other heavy powered cleaning equipment.  Adjusts, changes and performs minor maintenance on buffers, brushes and other attachments on power equipment.  Maintains restrooms in clean and sanitary condition. Cleans and disinfects lavatories, urinals, toilet bowls, sinks, etc.  Cleans mirrors and water fountains. Replaces toilet tissue, soap, paper towels, etc. Reports water leaks, clogged drains, and conditions requiring maintenance or makes minor repairs (e.g., cleans clogged drains, replaces light bulbs and air filters, tightens screws, bolts and door knobs). 

Periodically packs, unpacks, moves, arranges and stores furniture, materials and equipment as required. The incumbent is frequently required to  move objects weighing up to 40 pounds and must occasionally lift and/or carry objects weighing up to 50 pounds.  Moving equipment such as dollies or loading carts are available.

Applicants must show that they have sufficient experience and/or training that provides them with the ability to perform the duties of operating as school bus with little or no supervision.  Required to be patient but firm with small children and possess appropriate human relations skills.  Must be skilled in starting, stopping, backing and driving the vehicle and be able to operate the wheelchair lift.  Must be able to operate the vehicle over a variety of roads including interstate highways and narrow and congested roadways.  Must be familiar with the vehicle height, width, length and weight to judge side clearances, turning radius, and safe braking distance.  Must be knowledgeable of the mechanical and operational indicators to tell when the vehicle is unsafe to drive.  Required to know safety rules and regulations and other posted rules for moving vehicles.   Must be able to assist children safely into and out of the vehicle. Must know requirements and procedures for preparation of trip tickets, service records and accident reports. Must know driver's maintenance requirements and procedures for the vehicle. 

 

 In addition to meeting the qualifications, applicant must possess the following:

    - a valid Commercial Driver's License (CDL) Class B.

    - must hold a South Carolina School Bus Certificate.

Applicants must be able to pass a physical examination.

Applicants must attend accident avoidance training. 


Must meet minimum qualifications to be considered for this position.

HOW YOU WILL BE EVALUATED:

Your application will initially be reviewed to determine whether you meet the minimum eligibility and qualifications requirements.  If you are qualified, you will then receive a rating based on the degree to which your background matches the knowledge, skills, and abilities for the position listed.  If, after reviewing your resume and supporting documentation, a determination is made that you inflated your qualifications and/or experience, your score may be adjusted to more accurately reflect your abilities or you may be found ineligible/not qualified.  Your application will be placed in one of three categories:  Best Qualified, Highly Qualified, or Qualified. 

- Best Qualified - Candidates in the category possess exceptional skill and experience to exceed well above the minimum requirements. In addition to the minimum qualifications, will show knowledge of operating a school bus over different terrains, maintaining order and discipline while loading and off-loading students and while vehicle is in motion, ability to operate within state/local regulations, maintain schedules and logs, and identify required maintenance on vehicle.  In addition, will demonstrate experience working with heavy duty industrial equipment. 

- Highly Qualified - Candidates in this category possess the knowledge of operating a passenger bus and its maintenance; can maintain order and discipline with riders, operate within state/local regulations, maintain schedules and logs and have experience in cleaning a variety of surfaces.

- Qualified - Candidates meet the minimum requirement of knowledge of operating a large vehicle, driving passengers and maintaining schedules.
