Version 1.1 of the office of Management and Budget’s (OMB) Open Government Plan is much improved from the original plan released in April.  The revised version of the plan links to supporting information and website, including, most notably, a current inventory of high value data sets, which itself is hyperlinked to the individual data sets.  OMB also promoted a proposal for a Performance Management Portal, mentioned in the original plan's participation section, to be its second flagship initiative.  While the plan does have a few more deadlines and specific milestones the April version, it continues to suffer from a lack of sufficient details to hold OMB accountable against expected progress and achievements, particularly around improving participation and collaboration.
