Key:

GREEN   : JPAS is fully functional and is not experiencing any issues.

YELLOW: JPAS is experiencing functionality issues as a partial or reports outage.

RED        : JPAS is down and users will not have access to the application.

 

 

REMINDER: Data Quality Initiative (DQI) - Administratively Debriefs Access:

Each month the JPAS team runs a DQI that administratively debriefs Access that is not supported by the current eligibility information or is associated with a separated category.  This data quality initiative ensures individuals who do not have the proper eligibility do not have Access in JPAS. Examples are:  1. A person was not properly separated and Access is still on the separated record.  2. CAF revoked eligibility and the Security Officer left the Access on the record. To clarify further:  If an adjudicator marks the person's eligibility as denied and Access is still on the record when the DQI runs, the Access will be removed. 3. Person has TS Access but is only eligible for Secret.   The record will have debriefed by ‘JPAS SUPPORT OFFICE’ if the record meets this DQI criteria.  All records in JPAS (civilian, military, industry) are part of this DQI.

 

Please note that the September instance of this DQI did not include Industry categories; however, some Industry personnel may have been affected if they are also associated with Military or Civilian person category.

 

NEW!! DOD CAF Consolidation:

As JPAS moves forward with ongoing efforts to consolidate the non-Intelligence Central Adjudication Facilities (CAFs) into one DOD CAF, it is necessary to keep our user base abreast of upcoming changes to the application.  From a JCAVS user perspective these changes will primarily be aesthetic verbiage or dropdown menu differences and will not affect general processes.  The latest release notes outlining specific user impacts are available here.

 

The schedule for specific CAFs to be consolidated is to be conducted in 5 phases as outlined below in the corresponding JPAS releases.  Each release will be accompanied by an application extended outage.  All outages are advertised in the Outage Section at the bottom of this page.  The following is the schedule for the non-Intel CAF transition to the DOD CAF.

1.            23 SEPT, JPAS Release 4.7.0.0 – DOD CAF capabilities will be deployed in JPAS.  Joint Staff (JS) and Washington Headquarter Service (WHS) will transition at this time.

2.            27 OCT, JPAS Release 4.7.1.0 - Defense Industrial Security Clearance Office (DISCO) and Defense Office of Hearing and Appeals (DOHA) capabilities will be deployed in JPAS.  DISCO and DOHA will transition at this time. 

3.            18 NOV, JPAS Release 4.7.1.1 - Air Force CAF will transition.

4.            16 DEC, JPAS Release 4.7.2.1 - Army CCF will transition.

5.            27 JAN, JPAS Release 4.7.2.2 - Navy CAF will transition.

 

DOD CAF USER IMPACTS:

 

Starting 23 SEPT, JCAVS users will see that the transitioned CAF will no longer be available on the dropdown menu.  Users will need to select ‘DOD CAF.'  Dropdown boxes include:

1.         Incident Reports

2.         Research, Recertify, and Upgrade (RRU)

3.         Interim SCI

4.         Special Purpose Access (SPA) request

5.         Social Security Number (SSN) change request

 

In addition, JCAVS users will see 'DOD CAF' in the adjudication summary portion of a person summary screen as the CAF that performed the adjudication after the CAF transition. Historical adjudications will continue to show the transitioned CAF name.   For example, any adjudication performed by the DOD CAF will state ‘DOD CAF’ on the person’s record.  However, the 2007 adjudication will still state ‘DONCAF’.

 

JAMS users will see "DOD CAF" in their inbox, notification, user assignment history, and person summary screens.

 

Starting 27 OCT, verbiage will change to remove the word ‘DISCO’ from radio buttons and screens.  The verbiage will be more generic.  Examples of verbiage change are: ‘Ready for DISCO Approval’ will now be ‘Ready for CAF Review and Approval’ or ‘Submit to DISCO’ will now be ‘Submit to CAF.’

 

ASSISTANCE REQUIRED:

JPAS is starting the data migration work supporting the transition to the next generation of JPAS, Joint Verification System (JVS).  In preparation of JPAS transitioning to the next generation, several data quality initiatives require JPAS users' assistance.   In order to ensure a successful migration to JVS, all initiatives need immediate attention.

 

All information pertaining to JVS initiatives is located in the left-hand side navigation of this webpage under "JVS Modifications."

 

Currently, the three items we are asking JPAS Users to correct are:

1.    Name – Removal of Invalid Characters

2.    SMO Email Address and Phone Number

3.    User Profile

 

Last Name or Date of Birth (DOB) Issues for Industry:

Industry FSOs need to monitor their employees’ records to ensure that names and/or DOBs are not updated with outdated information from PDR.  The PDR update occurs monthly on the day of the employee’s birth (e.g. if their birth date is 4/20, the record is updated on the 20th of every month). If a name and/or DOB updates with incorrect information, the person whose record is affected needs to officially, correct the name and/or DOB in PDR.  The FSO will need to update the person’s record in JPAS after the correction has been made in PDR.  PDR requires official documentation (e.g. passport, birth certificate, SSN card, marriage certificate) to update a person’s record. 

 

*Note* Calling the DMDC Support Office Helpdesk will not resolve any separation dates from previous military/civilian person categories.  Individuals will need to contact their previous Personnel Centers, as PDR is a data repository and cannot separate personnel.

 

If you have a DoD affiliation (Military, CAC holder, Retiree, Civilian, etc), there are many ways to update your record.

1.    Visit a local ID card office to add/remove family members.  Call first to verify business hours or to set up an appointment.

2.    Sign in and update your addresses, e-mail address, and phone numbers online with milConnect.

3.    Call 1-800-538-9552 to update your addresses, e-mail address, and phone numbers. (TTY/TDD: 1-866-363-2883)

4.    Fax address, e-mail address or phone number changes to 1-831-655-8317.

5.    If you do not have any DoD affiliation, you may work through your FSO and DISCO to resolve the data issue.  To efficiently track this information please find the Industry PII Spreadsheet located here, and fax in the necessary information to (301) 833-3912 or email (DISCO.PMO@dss.mil) attention Planning Office.

·         Also note JPAS Reports are down for maintenance the first Sunday of every month.

 

As a reminder, it is against DoD Regulations to share PK certificates or allow an individual to access another's JPAS account in any manner.  In addition, JPAS accounts that are not accessed frequently (90 days or less), or accounts of users that do not meet the account requirements will be deleted per DoD Regulations. If an account is required in the future, a new account will have to be established.  If an account was just created and is no longer there, the account may need to be recreated.  Please see the JPAS New Account Procedures in the Access Request section or the JPAS Account Manager Policy in the General Information section for additional guidance.
