Executive Office

The Office of G8 is responsible for the planning, coordination, and formulation of policies and functions pertaining to programming, budgeting, management studies, and manpower management. Fulfills two roles by functioning as an operational element in performing resource management functions for the USAREUR MACOM and as a staff element for all USAREUR Headquarters resource management actions.

Supports the MACOM commander in all resource management matters. Responsible for continuous improvement of processes for the purpose of optimizing resources and improving products. The Office of the G8 is staffed by a group of dedicated professionals, both military and civilians, working hard to provide unparalleled resource management support to U.S. forces in the theater.

International Agreements Division

A team of specialists who negotiate agreements involving United States Army Europe (USAREUR) resources. We establish policy and procedures for negotiating, coordinating, and developing agreements. We support major subordinate commands, U.S. tenant organizations, and host nation customers in the implementation of these agreements.

Acquisition & Cross Servicing Agreements (ACSA) & Exercise Support Agreements (ESA) Mission

Provide guidance on initiating ACSA orders, receiving support, reconciling bills, and maintaining records. ACSAs are intended to provide an alternative acquisition option for logistics support in support of exercises or exigencies. As this is a Combatant Command-managed program, organizations interested in acquiring logistics, support, supplies and services should work through the applicable logistics branch to receive further guidance on this topic.

International and Host Nation Agreements (IA) Mission

Negotiate agreements with foreign government agencies, instrumentalities, political subdivisions, and international organizations involving United States Army Europe (USAREUR) resources. Develop policy and procedures for negotiating, coordinating, and developing agreements for the Army in Europe (AE) agreements program.

Co-Use Agreements Mission

Negotiate agreements between USAREUR and Germany (Federal Real Estate Agencies) to foster goodwill and cooperation by granting municipal agencies, private clubs, and other entities use of federally-owned and US-controlled properties such as training areas, rifle ranges, airfields, golf courses, schools and access roads.

National Agreements Mission

Negotiate Memorandum of Agreements (MOAs) and Memorandum of Understandings MOUs) between USAREUR and other U.S. federal agencies for tactical mission support to/from USAREUR involving both mission and base support to establish establish statements of fact, intentions, procedures and parameters for future actions and matters of coordination agreed by the signatories.

NATO Resource Support Branch (NRSB) Mission

Manage resource programming and funds execution for US contributions to NATO, to include NATO MOU and multinational organizations. Serve as the Army manager for non-Title X administrative agent support. Execute and account for NATO Security Investment Program (NSIP) funding. Assist in negotiating with foreign government agencies, instrumentalities, political subdivisions, and international organizations to complete financial agreements for NATO multinational and MOU organizations.

Manpower & Management Division

Provide full range of civilian manpower and management services and business transformation support to USAREUR activities (i.e., Allocations, Requirements determination, Civilian hiring, Documentation, Execution and Continuous Process Improvement) Support Management Control Plan through effective stewardship of USAREUR Resources by implementing a systematic approach to Continuous Process Improvement.

Business Practices and Stewardship Branch

Coordinate, manage and facilitate the USAREUR Continuous Process Improvement/Lean Six Sigma program which includes training support, training delivery, and execution of process improvement projects that positively enhance achievement of USAREUR strategic objectives. Administer, coordinate, and execute the Managers' Internal Control Program (MICP) for G8 and USAREUR to promote stewardship of command resources and gain a reasonable assurance of compliance with laws, regulations and command guidance. Provide Strategic Planning services for USAREUR organizations upon request. Support and coordinate content for the USAREUR Chief of Staff's Cost Savings Task Force. Participate in manpower studies in order to improve work processes, provide Review and Analysis services for HQ USAREUR and execute Cost Benefit Analysis services for USAREUR organizations.

Manpower Studies and Allocations Branch

Provide monthly civilian strength and dollar utilization data, analysis and recommendations. Review concept plans to validate workload data. Make appropriate recommendations to improve content of concept plan input. Prepare Schedule 8 input for changes to data contained in TAADS and PROBE.

Manpower HQ MEX Branch

Provide full range of manpower management support to the USAREUR staff, to include changes to HQs TDAs and manning documents. Manage the over hire program for HQ supported units/activities. Ensure all actions are processed accurately and in coordination with Program and Budget Division. Review for appropriate manpower compliance. Provide comprehensive research and analysis of Civilian Hire Action Request Forms for assigned organizations. Analysis will specify current and future impacts of the requested action; identify all concerns, and provide recommendations and options.

Program & Budget Division

Program and Budget Division (PBD) is the Planning, Programming, Budgeting, and Execution (PPBE) proponent for USAREUR and is responsible for ensuring the Command has sufficient monetary resources to accomplish its mission. The Division is comprised of five distinct branches: Program Analysis and Evaluation Branch, responsible for planning and programming of future year resources; Budget Management Branch, responsible for the overall current year budget execution for USAREUR forces in theater; HQ Budget Execution Branch, responsible for budget execution for the USAREUR headquarters and staff sections; Plans and Operations Branch, responsible for resource management orders development process and GWOT planning functions; and Management Accounting Branch, responsible for theater level management accounting functions for the command.

Budget Management Branch Mission

Execute USAREUR funding by allocating limited funds between Major Subordinate Commands to meet G3 validated requirements and in accordance with USAREUR Commanding General priorities. Identify funding shortfalls for critical known or emerging requirements by program and appropriation then communicate those unfinanced requirements to the Army Budget Office and work funding solutions.

Headquarters Execution Branch Mission

Execute USAREUR Headquarters Execution Branch Staff funding in accordance with USAREUR Commanding General priorities, pertinent financial laws, and regulations. Allocate USAREUR Headquarters Execution Branch staff funds between Program Directorates to meet G3 validated requirements priorities. Provide relevant financial resource management advice, policy guidance, and technical assistance to the USAREUR Staff Program Directorates. Maintain efficient and accurate funds control IAW all financial laws and regulations. Identify funding shortfalls for critical known or emerging requirements and communicate unfinanced requirements to the Army Budget Office through the Execution Branch and work funding solutions.

Management Accounting Branch Mission

The Management Accounting Branch performs a wide range of accounting functions, including:

  • Providing guidance on appropriation law
  • Interpreting and disseminating departmental financial policy guidance
  • Monitoring fund execution
  • Participating in departmental discussions of financial policy or systems
  • Implementing departmental financial management systems and off-the-shelf software tools
  • Performing prior-year fund control
  • Participating in joint reviews of current- and prior-year unliquidated obligations
  • Preparing input to meet external financial reporting requirements
  • Overseeing year-end certification of financial reports

Program Analysis and Evaluation Branch Mission

Manage USAREUR's programming phase of the Army PPBE process to facilitate development of the USAREUR Program. Serves as the principal advisor to the USAREUR DCS, G8 for program development and justification and advises on all matters relating to the Program Objective Memorandum and the Future Year Defense Program. Develops and defends the USAREUR Program while providing program analysis and evaluation to USAREUR leadership and HQDA.

Plans and Operations Branch Mission

Provide advice on the programming, budgeting and execution of funding for contingency and expeditionary operations to meet G3 validated requirements and in accordance with USAREUR Commanding General priorities.
