STANDARDS OF IDENTITY FOR VODKA

Proprietors of Distilled Spirits Plants, Importers, and Others Concerned.

PURPOSE. The purpose of this circular is to inform industry members that Industry Circular 80-10 has been withdrawn.

Industry Circular 80-10, dated November 17, 1980, announced that a ruling would be published in the ATF Bulletin revoking Revenue Ruling 56-98, 1956-1 C.B. 811. Under the new ruling neutral spirits to which sugar or citric acid had been added could not be designated or labeled as vodka.

The Bureau has reconsidered its action and will not issue a new ruling on this matter. Instead, the Bureau will pursue the matter through the rulemaking process under the provisions of the Administrative Procedures Act.

Until the matter is resolved under the rulemaking process, vodka may continue to be made as authorized in Revenue Ruling 56-98. Industry Circular 80-10, has been withdrawn.
