PUBLIC HEARINGS ON PROPOSALS RELATING TO
THE CONCENTRATION AND RECONSTITUTION OF BEER
Brewers and others concerned:
Purpose. This circular is issued to (1) furnish information
regarding the public hearings held on March 21-22, 1961, on proposals
relating to the concentration and reconstitution of beer, and
(2) announce that these public hearings will be continued on Septem-
ber 6, 1961.
Background. Three notices were published in the Federal Register
of December 28, 1960, concerning proposed amendments to regulations in
26 CFR Part 245, Beer; 26 CFR Part 252, Exportation of Liquors; and
27 CFR Part 7, Labeling and Advertising of Malt Beverages, respectively.
These notices supplied the text of proposed amendments relating to the
concentration and reconstitution of beer and set the time and place
of the March hearings mentioned above. Industry Circular No. 60-48,
dated December 28, 1960, was issued, in further explanation of the
proposals and of the hearings.
Information about the March 1961 sessions of hearings. Testimony
and exhibits were offered at the March 21-22, 1961, sessions of the
hearings by both proponents and opponents. Copies of the transcript of
the testimony, including questions asked of witnesses and their answers
thereto, are for sale by the official reporters for the hearings -
Ward & Paul, Inc., 1760 Pennsylvania Avenue, N. W., Washington 6, D. C.
The transcript runs to 228 pages and is for sale to interested persons
at fifty cents ($0.50) per page. Toward the end of the sessions, several
requests were made that the hearings be continued at a later date so
that brewers and others concerned would have more time for further study
and evaluation of the proposals.
Continuance of hearings and further opportunity for written
comments. The hearings will be resumed on Wednesday, September 6, 1961,
at 10:00 a.m., e.s.t., in Room 3313, Internal Revenue Building, Twelfth
Street and Constitution Avenue, N. W., Washington 25, D. C., at which
time and place all interested persons will be afforded an opportunity to
be heard, in person or by authorized representative, with reference to
the proposals. Before final action on the proposed regulations, consid-
eration will also be given to comments and suggestions pertaining thereto
which are submitted in writing, in duplicate, to the Director, Alcohol
and Tobacco Tax Division, Internal Revenue Service, Washington 25, D. C.,
before the termination of the hearings. Persons who plan to attend the
hearings on September 6, 1961, should notify the Commissioner of
Internal Revenue, Attention: O:AT, Washington 25, D. C., as soon as
possible but before August 28, 1961, in order that they will not be
disappointed as to being seated.
