Management Structure

EPA.gov is governed by CIO policy 2180 (formerly 2191), Web Governance and Management (PDF) (4 pp, 340K, About PDF). Primary responsibility for the Agency Web site rests with the Assistant and Associate Administrators (AAs) of the Offices of Environmental Information (OEI) and Public Affairs (OPA).

The two offices jointly share responsibility for writing and overseeing the implementation of Agency Web policy. Web oversight responsibilities are divided into infrastructure (OEI) and content (OPA).

Infrastructure responsibilities include hardware and software, information architecture, metadata, search and indexing functions. Content responsibilities include information organization and the quality and adequacy of written and graphic content. Compliance with Web policies and standards is a shared responsibility.

Day-by-day oversight and management of the Web site be conducted through a parallel Infrastructure and Content management framework, with OEI naming a National Web Infrastructure Manager and OPA naming a National Web Content Manager. These senior-level managers have direct access to, and report to, their respective AAs.

Infrastructure and Content Managers work with and are supported by Infrastructure and Content Coordinators to be named by Office and Regional Administrators.

The Infrastructure and Content Managers, together with their Office and Regional counterparts, constitute the Web Council, which is charged with recommending policies to the Quality and Information Council and issuing procedures, standards, and guidance to implement those policies. The Council is also responsible for taking the lead on cross-Agency content collaboration. While much of this work will be handled electronically, the Web Council should plan to meet face-to-face on a semi-annual basis. The Web Council operate using an agreed-upon model for consensus decision-making. The Infrastructure and Content Managers and the Web Council have access to technical, communications and information specialists as needed.

Recognizing the value of the Web Workgroup both as a sounding board and an effective means of communicating with interested and affected staff, the Chair of the Workgroup Steering Committee be a member of the Web Council.

Decisions by Infrastructure and Content Managers and/or the Web Council may be appealed to the two AAs of OEI and OPA (or their designees) by one or more affected AAs or Regional Administrators (RAs) (or their designees).
