FCC SEEKS COMMENT ON PRELIMINARY VIEWS APPROVED BY THE ADVISORY

COMMITTEE FOR THE 2015 WORLD RADIOCOMMUNICATION CONFERENCE

On October 1, 2012, the Advisory Committee for the 2015 World Radiocommunication Conference
(WRC-15 Advisory Committee or WAC) approved and provided for Commission consideration its draft
preliminary views on a number of issues that will be considered by the 2015 World Radiocommunication
Conference (WRC-15). These recommendations are attached to this Public Notice (Attachment 1).
Based upon an initial review of the draft preliminary views forwarded to the Commission, the
International Bureau, in coordination with other Commission Bureaus and Offices, tentatively concludes
that we can generally support most of the attached WRC-15 Advisory Committee draft preliminary views.
We seek comment on the draft preliminary views provided by the WRC-15 Advisory Committee
(Attachment 1). The FCC also seeks comment on the attached draft preliminary views that have been
provided to the FCC by the National Telecommunications and Information Administration (NTIA)
(Attachment 2). Finally, the FCC seeks comment on the International Bureau’s initial conclusions with
regard to the WRC-15 Advisory Committee draft preliminary views.
The comments provided by interested parties will assist the FCC in its upcoming consultations with the
U.S. Department of State and NTIA in the development of U.S. positions for WRC-15. The
recommendations that are attached to this Public Notice may evolve in the course of interagency
discussions as we approach WRC-15 and, therefore, do not constitute a final U.S. Government position
on any issue.
The deadline for comments on the proposed preliminary views is October 16, 2012. It is necessary that
all comments be received by October 16, 2012, in order to allow sufficient time to finalize the U.S.
position before commencement of regional WRC-15 preparatory meetings.
Interested parties may file comments on or before October 16, 2012. All comments are to reference

and to specific recommendations by WAC document number. Comments may be
filed using the Commission’s Electronic Comment Filing System (ECFS) or by filing paper copies.1

Electronic Filers: Comments may be filed electronically using the Internet by accessing the

Paper Filers: Parties who choose to file by paper must file an original and one copy of each
filing. If more than one docket or rulemaking number appears in the caption of this proceeding,
filers must submit two additional copies for each additional docket or rulemaking number.
Filings can be sent by hand or messenger delivery, by commercial overnight courier, or by first-class or
overnight U.S. Postal Service mail. All filings must be addressed to the Commission’s Secretary, Office
of the Secretary, Federal Communications Commission.
All hand-delivered or messenger-delivered paper filings for the Commission’s Secretary must be
delivered to FCC Headquarters at 445 12th St., SW, Room TW-A325, Washington, D.C. 20554. All
hand deliveries must be held together with rubber bands or fasteners. Any envelopes must be disposed of
before entering the building. The filing hours are 8:00 a.m. to 7:00 p.m. Commercial overnight mail
(other than U.S. Postal Service Express Mail and Priority Mail) must be sent to 9300 East Hampton
Drive, Capitol Heights, MD 20743. U.S. Postal Service first-class, Express, and Priority mail must be
addressed to 445 12th Street, S.W., Washington D.C. 20554.
