Abstract

After the attacks of September 11, 2001, the U.S. Nuclear Regulatory Commission (NRC) determined that additional security measures should be put in place during the transport of spent nuclear fuel (SNF) and that current security regulations should be enhanced to further protect SNF during transport. As an interim measure, on October 3, 2002, the NRC began issuing orders to licensees shipping SNF. Subsequently, the NRC promulgated additional requirements for the physical protection of irradiated reactor fuel in transit. This guide discusses the new regulations and provides a basis on which licensees can develop an acceptable program for the protection of SNF shipments.
