  1. Develop the research agenda through:
    • Focus groups.
    • Technical working groups.
    • Listening sessions.
  2. Develop and release solicitations.
  3. Receive proposals.
  4. Establish peer review panels that:
    • Evaluation proposals.
    • Recommend the best.
  5. Director makes awards.
  6. Research is carried out.
  7. NIJ receives final report and/or tool.
  8. Establish peer review panels that:
    • Critique final reports.
    • Recommend dissemination options.
    Simultaneously, research findings disseminated by the researchers via:
    • Academic press.
    • Trade press.
    • Mainstream press.
    • Conference presentations.
    • Electronic and print media.
  9. NIJ Editorial Board that:
    • Considers scientific rigor and value to the field.
    • Advises NIJ Director on Department of Justice publishing options.
  10. Data sent to National Archive of Criminal Justice Data.
  11. Reports housed at and available from the National Criminal Justice Reference Service (NCJRS) Virtual Library.
