President Obama’s Memorandum on Tribal Consultation: the DoD Plan of Action to Implement Executive Order 13175

On November 5, 2009, President Obama issued a memorandum to the Heads of Executive Departments calling on each department to submit a detailed Plan of Action to implement the policies and directives of Executive Order 13175 after consulting with Indian Tribes and tribal officials.

The Department of Defense (DoD) joined other Federal agencies in accepting the challenge to continually improve on policies and practices to promote consultation with tribal nations on a government-to-government basis. 

The DoD Plan of Action document recaps the significant steps DoD has already taken to address the requirements of Executive Order 13175 and outlines DoD's proposed plan of action.  As required by the Presidential Memorandum, the DoD provided its first annual progress report on August 9, 2010.

DoD continually assesses its progress in government-to-government consultation with tribal nations and welcomes feedback from tribal officials about how to enhance the DoD’s efforts.
