JOB SUMMARY:

The Federal Energy Regulatory Commission, or FERC, is an independent agency that regulates the interstate transmission of natural gas, oil, and electricity. FERC also regulates natural gas and hydropower projects. As part of our goal, we are seeking highly skilled individuals to assist in carrying out the mission of this agency. The Federal Energy Regulatory Commission assists consumers in obtaining reliable, efficient and sustainable energy services at a reasonable cost through appropriate regulatory and market means. This position is located in the Office of Enforcement, which serves the public interest by ensuring effective regulations and protecting customers through timely identifying risks to the market, emerging trends, issues regarding market inefficiencies, compliance with tariffs, Commission policy, and regulatory principles.

The candidate selected for this position will be responsible for the following duties:

- Supervises staff in the examination of complex and often controversial market and regulatory issues in areas of nationwide concern. Identifies discrepancies and deviations from applicable tariffs, regulatory principles and Commission policies.  Supervises the development of memorandum and market reports.

- Develops project work plans and directs the course of the most complex energy market assignments and far-reaching projects often dealing with issues of first impression. Defines the parameters and goals, establishes milestones and project priorities, identifies resource requirements, and recommends personnel assignments.

- Determines information needed to oversee developing energy markets, periodically reviews information needs and provides recommendations in that regard. Identifies critical information contained in diverse sources and devises ways to integrate new data sources with existing ones as they become available.

- Participates in determining program objectives and measuring and evaluating ongoing operations in achieving those objectives.

- Develops guidance for branch members to meet the particular requirements of individual projects/studies. Trains and mentors less experienced staff by providing: technical advice; explanation of complex statistical, economic, accounting or market-related data; and, assistance in resolving issues stemming from the oversight of regulated industries.  Provides performance reviews for branch members.

- Coordinates work performed by personnel from other branches and divisions and other offices. Ensures that work products conform to office policies and procedures, are technically correct, and timely.

Candidates must must have one full year of specialized experience at or equivalent to the GS-14 level. Specialized Experience is defined as supervisory experience responsible for staff in the development of performance reviews, analytical reports, memorandum, and presentations, related to complex energy market matters.

HOW YOU WILL BE EVALUATED:

The ideal candidate will possess the following:

1. Ability to plan and conduct specialized assessments of energy market issues in the electricity market, using sophisticated data analysis.

2. Knowledge of the operation of electricity markets including the Federal rules and regulations affecting them and demonstrated experience in those markets.

3. Ability to prepare and guide the preparation of analytical reports, presentations, and documents and present findings and recommendations both orally and in writing.

4. Demonstrated experience managing diverse multi-disciplinary teams in analytic undertakings in the electricity market.
