JOB SUMMARY:

The Federal Energy Regulatory Commission, or FERC, is an independent agency that regulates the interstate transmission of natural gas, oil, and electricity. FERC also regulates natural gas and hydropower projects. As part of our goal, we are seeking highly skilled individuals to assist in carrying out the mission of this agency. The Federal Energy Regulatory Commission assists consumers in obtaining reliable, efficient and sustainable energy services at a reasonable cost through appropriate regulatory and market means. This position is located in the Office of Enforcement, which serves the public interest by protecting consumers through market oversight and surveillance; assuring compliance with tariffs, rules, regulations, and orders; detecting, auditing, and investigating potential violations; and crafting appropriate remedies, including civil penalties and other measures.

The candiate(s) selected for this position will be responsible for the following duties:

- Conduct comprehensive analysis of markets regarding how changes to market rules and the physical energy infrastructure impact market efficiency and consumers.   Provide technical advice and support to the other divisions and offices within the Commission and develop recommendations for the disposition of major market issues.

- Participate in analysis of public and non-public market data to support investigations and/or surveillance.

-Based on his/her research, data gathering, and preliminary analysis, assist higher level analysts prepare Commission documents, such as market reports, memoranda, notices, and proposed orders that contain appropriate discussion and recommendations on economic and regulatory policy issues.

- Query, verify, test and review datasets to assess and improve their quality and consistency.

-Other duties as assigned.

GS-9

You must have one year of specialized experience that is equivalent to the GS-7 grade level.  Specialized experience is defined as practical application of market analysis and modeling tools in one or more energy markets.  

Education may be substituted to meet the specialized experience. Education which may be substituted to meet the requirements at the GS-9 is a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-11

You must have one year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as one year of experience conducting comprehensive analysis of moderately complex or segments of highly complex and controversial energy market issues.

OR

Education may be substituted to meet the specialized experience. Education which may be substituted to meet the requirements at the GS-11 is a Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the announcement. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

HOW YOU WILL BE EVALUATED:

The ideal candidate will possess the following:

1. Knowledge and understanding of statistical methods and modeling and ability to use statistical and data management software like Statistical Analysis Software (SAS) or Stata.

2. Knowledge of the market effects of developing technologies, conservation and other developing areas in the energy industry.

3. Skill in making effective oral and written presentations to individuals and groups.

4. Knowledge of energy fundamentals, commodity markets, and capital markets and their inter-relationships.
