Joint Navigation Warfare Center (JNWC)

The Joint Navigation Warfare Center is a staff element of the Joint Functional Component Command for Space (JFCC SPACE), United States Strategic Command (USSTRATCOM), and is located at Kirtland Air Force Base, New Mexico.  The organization is comprised of approximately 65 personnel, drawn from the US Army, Navy and Air Force, Canadian and Australian armed forces, and DOD civilians and contractors.

The JNWC was established by Deputy Secretary of Defense memorandum on Nov. 17, 2004, as recommended by the DOD’s 2001-2004 Navigation Warfare (NAVWAR) Selected Area Review (SAR).  The JNWC was originally aligned under the Office of the Assistant Secretary of Defense for Networks and Information Integration, and then realigned to USSTRATCOM /JFCC SPACE on Oct. 1, 2007.  The NAVWAR SAR intended the JNWC to leverage the expertise of the Joint GPS Combat Effectiveness Joint Test & Evaluation (2000-2004), and serve as the Joint Subject Matter Expertise organization to integrate/coordinate NAVWAR across the department.  The subsequent alignment to JFCC SPACE was intended to focus the JNWC’s NAVWAR mission on directly supporting the warfighter.

The JNWC’s mission is “To enable Positioning, Navigation, and Timing (PNT) Superiority for the Department of Defense, Interagency, and Coalition Partners.”
The JNWC performs its mission focused on four Joint Mission Essential Tasks (JMETs):

• Enable Defensive PNT Operations
• Enable Offensive PNT Operations
• Gain and Maintain PNT Situational Awareness
• Develop and execute NAVWAR Operational Assessments and Analysis for future NAVWAR operations

The JNWC fulfills its JMETs through three Lines of Operation (LOOs):

• Create Knowledge for PNT Superiority -- PNT operational field assessments, studies and analyses, assessment and dissemination of intelligence, managing the data repository.
• Operationalize PNT Superiority -- Combatant Command, Service and other customer outreach; creating and demonstrating operational capability for PNT Superiority in the near term.
• Institutionalize PNT Superiority – Inform acquisition, policy, and coalition support; creating the environment for robust capability for PNT Superiority in the future.

These LOOs support JFCC SPACE LOOs, and in turn, USSTRATCOM Strategic and Intermediate Military Objectives in the execution of its Unified Command Plan-assigned responsibilities.
