Barbara A. Robinson, Inc., dba BRI Consulting Group (BRI), is a woman-owned small business with 10 years of experience in promoting the health, welfare, and safety of the American public. The firm provides comprehensive support in information management and communications, research and policy analysis, training and technical assistance, and events management. BRI combines subject knowledge and expertise with functional skills to create a mix of conceptual and operational know-how to address present and future challenges. BRI provides quality services to government agencies at the federal, state, and local level; nonprofit organizations; and private businesses.

Specific Tasks

BRI will provide the following services under seven specific tasks:

  • Evaluate interagency program activities;
  • Evaluate existing programs aimed at national earthquake hazards reduction;
  • Support NEHRP planning to include project development, implementation, and tracking;
  • Gather information, write, edit, proof, and prepare NEHRP annual reports (including coordinated interagency budgets) for review by all NEHRP agencies and submission to the Office of Management and Budget, Congress, and the White House;
  • Simultaneously coordinate multiple agency and committee document reviews;
  • Work extensively and effectively with NEHRP partners and ensure effective interagency coordination;
  • Gather information, design, write, edit, proof, and prepare documents in draft and final format for inclusion in web sites, program brochures, and other communication vehicles;
  • Identify, attend, facilitate, manage or lead high-level interagency workshops and/or meetings as requested; and
  • Coordinate and plan informational and team building events including workshops and meetings.

Key Personnel

Selected qualifications and experience of the key personnel assigned to this effort are summarized below:

  • Barbara A. Robinson
    Barbara A. Robinson has more than 30 years of experience in the field of management consulting. During her career, she has managed more than 20 multi-task and task-order contracts for federal, state, and local government agencies and private sector organizations including concurrent and successive task-order contracts supporting the Federal Emergency Management Agency (FEMA) National Earthquake Hazards Reduction Program (NEHRP) and National Dam Safety Program. Her support has encompassed strategic program planning; meeting planning; performance measurement; web site management and maintenance; and the development of congressionally mandated reports, and other materials prepared for meetings or public awareness efforts. Her work has focused on the collection, analysis, development, and dissemination of information relating to public health and safety requiring the coordination of multidisciplinary teams. Her skills in program planning and development, project and financial management, and quality assurance are seen throughout all aspects of her work.
  • Francoise Arsenault
    Ms. Arsenault has managed over 20 federal projects and has held senior management and executive positions. Her writing, editing, and analytical skills have been used on projects with FEMA and a number of other federal agencies. Over the past decade, she has provided extensive assistance to FEMA in support of NEHRP. Ms. Arsenault has researched, designed, written, and edited reports, proceedings, brochures, and other documents, including many highly visible reports that have documented policy research and program assessments for Congress and the public. She has also provided technical support for numerous advisory and interagency committee meetings, board meetings, seminars, conferences, and events.
  • Brian Garrett
    Mr. Garrett has 21 years of experience providing research, analytical, and writing services for organizations in the public and private sectors. For governmental clients such as FEMA NEHRP, he has prepared annual program reports for submission to Congress; provided administrative, analytical, planning, and documentation support for committees; and developed plans and specifications related to program performance metrics. Mr. Garrett has versatile, highly developed skills in business and technical writing as well as excellent editing, proofreading, organizational, interpersonal, customer-service, and verbal communication skills. He is proficient in online research and in the use of Microsoft Office applications.
  • Blakeslee Potter Crumbliss
    Ms. Crumbliss is an award-winning web developer with over 10 years of experience working for federal government clients, including FEMA NEHRP. Ms. Crumbliss has extensive experience with editorial processes, web standards and usability guidelines, regulations concerning online accessibility, and information architecture. She works closely with clients to conceptualize and create web sites that engage and speak effectively to target audiences and comply with federal policies and established web usability and accessibility principles.
