JOB SUMMARY:

The National Highway Traffic Safety Administration (NHTSA) is dedicated to achieving the highest standards of excellence in motor vehicle and highway safety. You will serve as a Safety Recalls Engineer in the Recall Management Division, Office of Defects Investigation. The Division is responsible for processing, monitoring, and auditing safety recalls and the associated notification and remedy campaigns that are conducted by motor vehicle and motor vehicle equipment manufacturers. Through its investigative and auditing efforts, the Division identifies and then takes appropriate enforcement action to compel where necessary compliance with the National Traffic and Motor Vehicle Safety Act of 1966, and as amended, (Safety Act) and its implementing regulations.  You will report to the Division Chief and be responsible for: (1) developing investigative techniques and/or procedures for use in the discovery of completion rate trends stemming from the conduct and/or nature of safety recall campaigns; (2) providing engineering analysis and expertise as to all aspects of safety defects or noncompliance with Federal Motor Vehicle Safety Standards (FMVSS) found in motor vehicles and motor vehicle equipment subject to a safety recall with the goal of analyzing and evaluating safety recall campaigns as to their timeliness, scope, and effectiveness; and (3) the preparation and development of appropriate analyses, correspondence, or reports. The engineering assistance provided and analysis performed may be of a particularly complex and sensitive nature, significantly impacting the automotive industry and motoring public.  You will also specialize as required and perform duties involving statistical and other analyses and audits of the hundreds of safety recalls the Division processes and monitors each year, as well as the thousands that have been processed in the past. As such, you must be skilled in and have extensive knowledge of relational databases and automated systems for conducting those analyses and audits. At a minimum, strong, demonstrated knowledge of, and experience using, SQL or other programming languages used to analyze and interpret a relational database's information, as well as database and spreadsheet programs Microsoft Excel or Access 2007, is required.

The ideal candidate for this position is highly self-motivated, possesses good engineering judgement, has excellent communication and data analysis skills, and is capable of working cooperatively with other offices within NHTSA.  The ideal candidate will also be able to effectively communicate with various members of the motor vehicle industry to include service technicians, engineers, executives and legal representatives of dealers, retailers and maunfacturers, and consumers to accomplish the agency's goal of improved vehicle and highway safety.

Serving as General Engineer, you will:

  • Be responsible for planning, conducting, and providing the engineering and technical expertise, on investigations, audits, and other analyses that identify and investigate particular safety recalls that are not being performed in the required manner, on which a safety defect or noncompliance decision was untimely, are not sufficient in remedy to address the safety defect or noncompliance, are not sufficient in scope to address all vehicles or motor vehicle equipment affected by the safety defect or noncompliance, are not being conducted in a timely manner in view of all of the circumstances involved with regard to the particular defect or noncompliance and in the recall campaign, and/or have a completion rate that is less than satisfactory.
  • Gather and perform technical analyses of information obtained directly from vehicle owners and operators, manufacturers, and other sources, including NHTSA’s computer-based recalls, complaint and accident files, as well as its own experts in various engineering and technical specialties. 
  • Be responsible for planning and conducting investigations, audits, and other analyses to identify and objectively assess the performance of safety recalls as a general matter, and including a wide variety of subcategories and groupings such as, but not limited to, size of recall population, age of vehicles at time of recall, the manufacturer involved, type of vehicle recalled, and type of equipment recalled. 
  • Provide the engineering and technical expertise required in the preparation of high-level correspondence to parties outside NHTSA, including the Congress, automotive manufacturers, consumers, and other Federal and State agencies. Communicate with key officials and top personnel from the automotive industry and the general public regarding safety defects. 
  • Be prepared and able to expertly perform statistical and other analyses and audits of thousands of safety recalls.  Must have strong and demonstrated experience with relational databases, SQL or other programming languages used to analyze and interpret relational database information, and spreadsheet programs Microsoft Excel and Access 2007.

To meet the minimum qualifications for this position, you must meet the mandatory education and the specialized experience requirements for the grade at which you are requesting consideration.

LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
GRADE 12
  • Experience using relational databases; SQL or other programming languages used to interpret and analyze a relational database; spreadsheet programs Microsoft Excel or Access; and using these systems and programs to perform and produce written reports. 
  • Experience communicating complex and technical ideas effectively in writing, as well as preparing technical reports and presenting the contents of those reports effectively.
  • Experience in the design, manufacture, quality control, failure analysis, and/or repair of motor vehicles.
GRADE 13

In addition to the GS-12:

 

  • Work experience developing and implementing programs to collect and organize data, conduct data analyses, and produce summaries or assessments that accurately assess and report information stored in a relational database.
  • Experience communicating complex and technical ideas and concepts effectively in writing, as well as preparing technical reports and presenting the contents of those reports effectively orally and in writing. 
  • Experience in the design, manufacture, quality control, failure analysis, and/or repair of motor vehicles.

MANDATORY EDUCATION REQUIREMENTS:

All applicants must meet one of the following requirements to qualify for consideration for an engineering position:
  • Successful completion of a professional engineering degree at an accredited university or college.
  • OR
  • Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and
    (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration as an engineer.
    2. Evidence of Passing the Engineer-in-Training Written Test.
    3. Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as
      described by OPM.
    4. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under
      professional engineering supervision and guidance.
