Course Title:
FLRA — Bargaining Over 5 U.S.C. Section 7106(b)(1) Matters
Course Description:
Understanding the legal concepts and principles involving 5 U.S.C. § 7106 and section 7106(b)(1) bargaining under the Federal Service Labor-Management Relations Statute (Statute) and the Executive Order is critical to the success of Labor-Management Forums throughout the Federal government. This course is intended to help Federal employees, and managers and union representatives identify the employment conditions that fall under section 7106(b)(1), familiarize them with how (b)(1) or “permissive bargaining” works, and explain how the Executive Order handles section 7106(b)(1) matters.
