Welcome to the 141 Pilot School Pre Application Course.

This course offers a structured guide to reviewing the certification process for those applicants seeking 141 Pilot School Certification. The course will give guidance for reviewing the regulations and other advisory material such as AC No 141-1A, and Handbook 8900.1. Completion of this course is a prerequisite, in most Flight Standard District Offices, for making application to the Federal Aviation Administration for Pilot School Certification. It will save valuable time for the applicant and FAA personnel on the Certification Team.

The objective of this course is to help prepare an applicant for a 14 CFR Part 141 pilot school by helping them understand and meet the necessary rules and guidance requirements concerning the operation of a pilot or provisional pilot school. After completion of this course you should have a better understanding of your duties and responsibilities as a applicant for a 141 Pilot School Certification Certificate under FAR 141 of the Federal Code of Regulations. 

Successful completion of this course results in the issuance of a graduation certificate enabling the applicant to begin the application process with the Federal Aviation Administration to become a 141 Pilot School.

Below is a link to FAA Order 8900.1 and the Flight Standards Information Management System (FSIMS).


This FAA order is quite large and covers a multitude of topics relevant to an FAA inspector's duties and responsibilities.  We recommend that you use the "Quick Search" feature of FSIMS to find those topics that you need further information and clarification on during your preparation for certification.  By simply typing in "141" in the search you will narrow the document references to only 483 items.

To receive appropriate course credit for this course you must:

  • Be enrolled in the course
  • You must visit each chapter of the course, using the navigation bars at the top or bottom of each screen, and complete all the course material found on each.

NOTE:  Some links may take you to other sites or open windows on top of the course window. You will need to return to this course on FAASafety.gov to complete the exam. This might be as simple as closing all the additional windows. However, you may find it necessary to return to FAASafety.gov, log in again, and then "continue" the course from the Course List.
