Chief of Staff Gen. Raymond Odierno opened day two of the annual Army Sexual Harassment and Assault Response and Prevention Summit in Leesburg, Va., May 8, 2012. He emphasized the need to eliminate the "bystander mentality," explaining that everyone has the responsibility to intervene when they witness sexual harassment or assault or acts that show the potential to escalate into these. The elimination of the bystander mentality is one component of the overall cultural change that Army leadership is calling for and that this year's summit is focused on addressing.
