Voting Assistance Officer (VAO) Training
The Federal Voting Assistance Program (FVAP) offers workshops for two different groups, one for Voting Assistance Officers (VAOs) in the Department of Defense, and another for VAOs in the Department of State.
The training covers VAO responsibilities, describes the absentee voting process, and the resources available to conduct a successful voting assistance program. The training explains how to complete the Federal Post Card Application (FPCA) and the Federal Write-In Absentee Ballot (FWAB).
DoD Directive 1000.4, section 5.2.1.15, requires all VAOs to complete either a FVAP/Service-provided workshop or the online training available below. Upon completion VAOs will receive a certificate of completion that should be placed in their VAO continuity folder.
In-Person Workshops
FVAP workshops are held at military installations and U.S. Embassies and Consulates worldwide. The 2012-2013 training cycle is now complete.
Webinar Workshops
FVAP workshops are held via webinars through the Spring. Workshops are available at different times to accommodate all time zones. Interested VAOs should register via GoToMeeting.com.
Learning Management System Modules
FVAP has created a Voting Assistance Officer course that allows you to obtain your certification at your own pace. Courses are hosted by FVAP and each Service Learning Management System. If your Service’s LMS is not currently listed, please follow the first link to the FVAP hosted course.

Air Force: Available via the Air Force Learning Management System (HRADLS), https://golearn.csd.disa.mil/kc/login/login.asp. Log in with your CAC and select the "ADLS Gateway" link, Select the "HR" (Personnel Badge) at top right of page and click "Course List". Select "Federal Voting Assistance Program" link ("+" sign) then the "Federal Voting Assistance Program" link to start course.
Navy: Available via Navy Knowledge Online (NKO), www.nko.navy.mil.
Go to the Navy e-Learning link. On the left hand pane click 'Advanced Search' and enter the Catalog Code "CNIC-FVAPVAO-0001".
