Materials for Uniformed Service Members

Army

Voting Assistance Officers (VAOs) are responsible for ensuring that all absentee voting materials are ordered for their unit from the Army Publishing Directorate. An account with APD must be established.

-VAOs located in CONUS and Korea can order their materials at https://dol.hqda.pentagon.mil/ptclick/index.aspx.

-VAOs located in Europe or in deployment areas should contact their unit's publication manager who can order items through the Army in Europe Library & Publications System (AEPUBS) at https://aepubs.army.mil/ae/public/index.aspx.

-VAOs located in in the Pacific Theater can order their materials from their local Forms and Publication Control Centers.

The form and publication numbers are: FPCA (SF 76); FWAB (SF 186); VAG, Misc. Publication 360-02; motivational poster-DoD 113; and the 2012 State Primary Election Dates poster, Publication EDP12.

Navy

Voting Assistance Officers (VAOs) are responsible for ensuring that all absentee voting materials are made available to service members. The Navy's specific ordering instructions are:

FPCA (SF 76):Primary method of use should be via FVAP online wizard. Secondary method of use is via downloadable and printable form . Forms may also be ordered, free of charge, from Navy Logistics Library (NLL) Navy Stock # 0506LP1081623, unit of Issue: 100HD. However, due to the high cost, please contact the Navy Voting Action Officer at vote@navy.mil before ordering for justification and approval.

FWAB (SF 186): Primary method of use should be via FVAP online wizard. Secondary method of use is via downloadable and printable form . Forms may also be ordered, free of charge, from Navy Logistics Library (NLL) Navy Stock # 0506LP1752400, unit of Issue: 100HD. However, due to the high cost, please contact the Navy Voting Action Officer at vote@navy.mil before ordering for justification and approval.

2012-13 Voting Assistance Guide (VAG): Primary method of use should be online or downloadable PDF as the guide is updated frequently throughout the election cycle. Additionally, 2 copies of the 2012 VAG are being sent to each command (estimated delivery date January 2012).

Posters: Motivational posters are being shipped with the initial distribution of the 2012 VAG. Additional posters may be downloaded (high resolution) and printed. Several designs are also available on the ‘Navy Voting’ Facebook page. VAO’s are encouraged to utilize on-base printing services to create hard-copy posters.

VAO Toolkit: The VAO Toolkit is available for download. Additionally, individual copies of the Toolkit will be available on CD, free of charge, for deployed units that do not have adequate internet bandwidth. Order through the NLL.

Air Force

Voting Assistance Officers (VAOs) are responsible for ensuring that all absentee voting materials are ordered for their unit from Air Force E-Publishing. VAOs may establish an online account to order the materials or place their order through an Organizational Account Representative (OAR). OARs are squadron personnel (normally in the orderly room/CSS) who order forms and publications. Additional guidance for registering with ePubs and ordering materials is available. Units are not charged for voting materials. Voting information is available at Air Force Personnel Center (AFPC) website. On AFPC Homepage, click on the "Air Force Voting" link at the bottom right of the page.

Marine Corps

Voting Assistance Officers (VAOs) are responsible for ensuring that all absentee voting materials are made available to service members. Forms are available through one of the following: unit supply officers via SABRES, Direct Support Stock Control (DSSC) outlets, or directly from General Services Administration (GSA). The Marine Corps' specific instructions are:

FPCA (SF 76): NSN: 7540-00-634-5053

FWAB (SF 186): NSN: 7540-01-218-4384

VAG (VAG12-13): Available through unit S-1 offices via MCPDS or may be requested from the SVAO.

Marine Corps VAOs may also obtain information on ordering voting materials by accessing Marine Corps Service Voting site.

Coast Guard

Voting Assistance Officers (VAOs) are responsible for ensuring that all absentee voting materials are ordered for their unit from General Services Administration (GSA). The Coast Guard's specific instructions are:

FPCA (SF 76): NSN: 7540-00-634-5053–Unit of Issue: 1 HD

FWAB (SF 186): NSN 7540-01-218-4384–Unit of Issue: 1 HD

VAG (VAG12-13): Distributed through the DOT warehouse whenever a new edition is issued. Any unit on distribution that fails to receive their issue by January 1, 2012, should contact their Service Voting Action Officer.
