International Division

The HQ International Division (IP-I) within the Industrial Policy and Programs Directorate (IP) is the focal point within the Department of Defense (DoD) for administering the US government's responsibilities pursuant to international security agreements regarding cleared U.S. company involvement with foreign governments, foreign contractors, and NATO as the Cognizant Security Agency.

IP-I coordinates with senior members of foreign civilian and military organizations who represent more than 68 foreign governments that are signatories of Bilateral Security Agreements for the timely and secure international movement of both U.S. and foreign classified military technologies and defense systems. The international transfer of classified technology and systems supports coalition partners serving in Afghanistan and Iraq as well as U.S allies cooperating in the global war on terrorism. IP-I provides security and administration oversight of exports resulting from foreign military sales and direct commercial sales by U.S. defense contractors to foreign governments and foreign contractors including permanent and temporary imports of classified information in compliance with the security agreements.

IP-I represents DSS in international matters, such as meetings, conferences, and visits to other countries conducted under the National Military Information Disclosure Policy Committee (NDPC). The Division also represents DSS in the negotiation of international industrial security arrangements with other governments. IP-I oversees and administers DSS agency level guidelines and responsibilities under international agreements involving the care and safeguarding of foreign government classified information by defense contractors. In addition, IP-I provides recommendations on the international aspects of the National Industrial Security Program to senior Department of Defense personnel and identifies problems or weaknesses in either current or contemplated international industrial security policies that must be addressed at the highest levels of the government.

IP-I is responsible for the coordination of investigations into the loss and or suspected compromise of foreign government classified information entrusted to American companies, and acts as the point of contact for foreign security authorities when U.S. classified has been subject to loss or compromise when in the possession of foreign defense contractors.

Recently, the advent of the congressional mandate for the Department of Defense to consider and engage in international cooperative programs has resulted in an increase in the number of international programs. To ease security arrangements for these programs, a supplemental set of procedures were developed by the Multinational Industrial Security Working Group (MISWG) a forum for the establishment of international security procedures among other things for the movement of classified material around the world. IP-I represents DSS on the MISWG and acts as a liaison for the dissemination of the Department of Defense's industrial security policy to foreign governments.

IP-I's outreach initiative includes advice and assistance visits to DSS field offices, defense contractors, industry groups and associations and foreign embassies. The initiative focuses on the various methods used for transmitting classified information and material internationally. IP-I also represents DSS by providing support to DoD cleared companies who are involved in arms control matters in accordance with DoD Directive 5205.10, Defense Treaty Inspection Readiness Program.
