DCMA Careers - PUBLIC NOTICE FOR EXPEDITED HIRING AUTHORITY FOR ACQUISITION POSITIONS

Defense Contract Management Agency has authority to appoint highly qualified individuals at the journeyman level, to shortage category positions in the career fields listed below. This authority may be used until September 30, 2015. Under the recruitment procedures, we will accept resumes and make selections for vacancies as they occur.

Criteria for Expedited Hiring Authority For Highly Qualified (HQ) All Engineering Series (800)

All Engineering positions require at a minimum a bachelor's degree related to this occupation from an accredited educational institution authorized to grant baccalaureate degrees.

The criteria for a highly qualified Engineer may be meeting one or more of the following criteria relative to the position being filled.

  • Types of Professional Engineering Specialist Experience as related to the specific series (i.e.,854 -Computer / Software, 896 – Industrial & Manufacturing, 850 – Electrical / Electronics,801 – Weapons, Space & Support Hardware Systems, 861 – Aerospace)
  • Project manager/Program manager experience
  • Contract performance / delivery experience
  • Experience monitoring quality assurance principles / processes
  • Negotiation experience
  • Master’s or higher degree in applied engineering or other relevant engineering disciplines
  • Certification through professional organizations such as the American Society of Mechanical Engineers
Criteria for Expedited Hiring Authority For Highly Qualified (HQ) Contract Specialist (1102)

All Contract Specialist positions require at a minimum a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree.

This requirement applies to those entering DoD 1102 positions on or after Oct 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Individuals who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 20, 2000, are also exempt from meeting this requirement.

The criteria for a highly qualified Contract Specialist may be meeting one or more of the following criteria relative to the position being filled.

The criteria for a highly qualified Industrial Specialist may be meeting one or more of the following criteria relative to the position being filled.

  • Contract Manufacturing Systems (i.e., clothing, subsistence, transportation, and weapons systems)
  • Material requirements planning (MRP)
  • Master production scheduling
  • Manufacturing planning and control
  • Lean manufacturing
  • Root cause analysis
  • Critical path analysis
  • Risk assessment/analysis experience
  • Pre and/or Post award experience
  • Contract performance/delivery schedules
  • Applied Engineering, Industrial Engineering or comparable degrees, i.e. Statistical or Supply Chain, etc.

Criteria for Expedited Hiring Authority For Highly Qualified (HQ) Industrial Property Management Specialist (1103)

The criteria for a highly qualified Industrial Property Management Specialist may be meeting one or more of the following criteria relative to the position being filled.

  • Types of Industrial Property Management Specialist Experience (i.e., acquisition, receiving, records, storage, physical inventory, consumption, maintenance, identification, utilization, movement, reports)
  • Surveillance of property
  • Disposal of government property
  • Risk assessment/analysis experience
  • Property Handling (i.e., ammunition, weapons, explosives, hazardous materials, precious metals)
  • National Property Management Association Certificate, or similar certificates
  • Business Science Degrees or Equivalent, i.e. Management, etc.
Criteria for Expedited Hiring Authority For Highly Qualified (HQ) Quality Assurance Specialist (1910) and Quality Assurance Engineers (0801)

The criteria for a highly qualified Quality Assurance Specialist and Quality Assurance Engineers may be meeting one or more of the following criteria relative to the position being filled.

  • Types of Quality Assurance Experience (i.e., Electronics, Aircraft, Clothing, Automotive, Mechanical, Aerospace, Ammunition, Nuclear, Naval Propulsion)
  • Ability to use metrology and statistical methods to diagnose and correct improper quality control practices, an understanding of human factors and motivation, facility with quality cost concepts and techniques
  • Knowledge and ability to develop and administer management information systems and to audit quality systems for deficiency identification and corrections
  • Knowledge of Quality Assurance Contractual provisioning  
  • Quality Engineering Experience
  • Ability to perform Quality Auditor analyzes on all elements of a quality system and judges its degree of adherence to the criteria of industrial management and quality evaluation and control systems.
  • Ability to analyzes and solves quality problems, prepare inspection plans and instructions, selects sampling plan applications
  • Ability to prepare procedures, train inspectors, perform audits, analyzes quality costs and other quality data, and applies fundamental statistical methods for process control
  • American Society of Quality Control Certification or comparable certification
  • Certified in Production and Inventory Management or Certified Supply Chain Professional
Criteria for Earned Value Management Specialist (1515) and Earned Value Management Engineers (0801, 0830, 0850, 0855, 0861, and 0896)

The criteria for a highly qualified Earned Value Management Operations Research Analyst (1515) and Earned Value Management Engineers (0801 General Engineer, 0830 Mechanical Engineer, 0850 Electrical Engineer, 0855 Electronics Engineer, 0861 Aerospace Engineer, 0896 Industrial Engineer) may be meeting one or more of the following criteria relative to the position being filled. 

In order to qualify for an Operations Research Analyst position (1515 series), applicants must have at a minimum, a bachelor’s degree in operations research; or any related degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. View specific curriculum requirements.

In order to qualify for an Engineering position (0801, 0830, 0850, 0855, 0861 or 0896 series), applicants must have at a minimum, a bachelor’s degree in professional engineering.  View specific curriculum requirements.

  • Earned Value Management knowledge and Earned Value Management Systems experience
  • Experience in providing technical advice and assistance to internal and external customers on earned value with an emphasis on the analysis, evaluation, and validation of program cost / schedules, cost / scheduling systems, and cost / scheduling software tools
  • Demonstrated ability to review and evaluate supplier's cost / schedule data to determine whether mechanical / systems design, production, integration, and test events are realistic or will meet contractual requirements
  • Knowledge and ability to develop and administer management information systems and to audit supplier Earned Value Management systems for deficiency identification and corrections
  • Demonstrated ability to analyze and solve mathematical, predictive, and statistical modeling problems, prepare and conduct data analysis instructions and training and conduct technical data analysis evaluations
  • Experience in providing recommendations to predict future events or explain past events through quantifiable trend analysis, automated tracking tools and engineering models as they pertain to earned value management using expert knowledge of each supplier’s management system and an understanding of the technical parameters of the program
  • Experience in directing/evaluating supplier cost / schedule data and systems to determine whether mechanical design, production, integration, and test events yield a producible, effective, operational product within the schedule, and cost requirements of the program
  • Evaluation experience includes determining accurate, effective, operational viability of cost / schedule data to yield predictive analysis results regarding critical path analysis, project estimates at completion, quantifiable cost / schedule risk assessments using automated modeling and simulation techniques
  • Experience in evaluating compliance with the ANSI/EIA 748 EVMS Guidelines by analyzing cost and schedule data from the supplier's EVM system using COTS cost and schedule tools including Microsoft Project, Primavera, Open Plan, Artemis, Pertmaster, @Risk, wInsight, Cobra, MPM, Excel, Access and SQL Server.
  • Demonstrated ability to further analyze cost and schedule data by developing ad-hoc analysis tools using Visual Basic for Application (VBA), Structured Query Language (SQL), Microsoft Excel and Access
  • Certified in Earned Value Management or Project Management
  • Bachelor of Arts or Bachelor of Science in mathematics, engineering, related field or equivalent

Duty Locations are limited to: Dallas TX, Boston MA, Tucson AZ, Orlando FL, Carson CA, Minneapolis/St. Paul MN, and Fort Lee VA.

Expedited Hiring Authority for Highly Qualified (HQ) Packaging Specialist (2032)

The criteria for a highly qualified packaging Specialist may be meeting one or more of the following criteria relative to the position being filled.   Minimum requirements include Military Logistics and formal instructor training.  The ideal candidate will possess much of the below experience or training.

Supply Chain Management or Military Logistics experience such as:

  • Ability to read, interpret and apply contracting clauses from DoD contracts
  • Military Leadership training such as ROTC, OCS or senior enlisted leadership academies (descriptions vary between services, but generally have been attended military personnel at the E7 and above levels in all services)
  • Corporate Leadership/Management training or equivalent formal education.
  • Participation in or leadership of Integrated Process Teams (IPT), team leadership or supervisory experience
  • Military Preservation, Packaging and Packing knowledge and experience
  • Experience in directing/evaluating supplier cost / schedule data and systems to determine whether mechanical design, production, integration, and test events yield a producible, effective, operational product within the schedule, and cost requirements of the program
  • Evaluation experience including incident, trend and root cause analysis of problems such as shipping damage
  • Customer Service experience
  • Military Logistics experience including familiarity with some or all of the following shipping, receiving, packaging, packing, preservation, Radio Frequency Identification (RFID), Hazardous Materials (HAZMAT) handling, shipping and storage

Quality Assurance background or experience such as:

  • Knowledge of Quality Assurance Contractual provisioning
  • Quality Engineering Experience
  • Ability to perform Quality Auditor analyzes on all elements of a quality system and judges its degree of adherence to the criteria of industrial management and quality evaluation and control systems
  • Ability to analyzes and solves quality problems, prepare inspection plans and instructions, selects sampling plan applications
  • Ability to prepare procedures, train inspectors, perform audits, analyzes quality costs and other quality data, and applies fundamental statistical methods for process control
  • Demonstrated ability to review and evaluate supplier's cost / schedule data to determine whether mechanical / systems design, production, integration, and test events are realistic or will meet contractual requirements

Training Background and experience such as:

  • Formal training as an instructor
  • Demonstrated ability to develop and deliver training materials
  • Experience as a Teacher, Trainer or Instructor of vocational subjects of similar complexity to Military Packaging, Marking, RFID and Hazardous Materials regulations and instructions
  • Deployment/Redeployment planning or execution in support of DoD operations

Desirable Education and Certifications (any of the below add value)

  • DAWIA – any field, but level 2 in Life Cycle Logistics is preferred
  • Associates Degree or above desirable
  • Military Packaging Professional (MPP)
  • Certified in Production and Inventory Management or Program Management or Supply Chain Management
  • American Society of Quality Control Certification or comparable certification
  • Military Senior Enlisted, Warrant or Company Grade Officer (E7-O3)
Criteria for Expedited Hiring Authority For Highly Qualified (HQ) Supply Management Specialist (2003)

The criteria for a highly qualified Supply Management Specialist (2003) may be meeting one or more of the following criteria relative to the position being filled.  

  • Experience in initiating, developing, installing, or administering Procurement Systems, Material Requirements Planning (MRP) Systems, and Production Planning and Control (PPC) systems
  • Experience in Statistical Process Control (SPC) and Statistical Application and Evaluation to the level of performing calculations and working resolutions to out of tolerance values. Developing confidence levels as it pertains to establishment of service levels as well experience in Poisson distributions and probability distributions as related to supply chain issues such as on time delivery, parts failures or scrap and rework issues
  • Experience in initiating, developing, installing, or administering Business Systems Evaluations, such as but not limited to MRP systems, SAP, or systems such as Advanced Planning & Scheduling systems, with emphasis on evaluation of Industry Supply Operations or Supply Management Programs as to determine operation adequacy and/or system deficiencies
  • High Proficiency with computer software with specific emphasis on database programs such as Access or SQL and demonstrated proficiency developing applications in these type databases utilizing MS Excel, visual basic or other tools and programming languages.
  • Experience in initiating, developing and determining appropriate specifications, metrics or values to assess procurement, supply chain and/or manufacturing system performance. This experience should include methodologies for mining data to proactive determine trends, methods or techniques which facilitates data driven decision making
  • Supply Chain Management, Industrial Engineering or comparable degrees, i.e. Applied Engineering, Statistics, Mathematics, etc.
  • Certified Supply Chain Professional, Production and Inventory Management, Black Belt and/or Lean Six Sigma Certifications
