The New York State Office of Cyber Security (OCS) is partnering with the Center for Technology in Government at the University at Albany – SUNY to independently test the speed of broadband service available to New York State residents. CTG will collect, analyze, and report the results to OCS, who is deploying state-of-the-art geographic information systems (GIS) to create a clear and accurate broadband map of where and what level of broadband is available across the state, which will help drive policy decisions and future funding.

The National Broadband Map (NBM) is a searchable and interactive website that allows users to view broadband availability across every neighborhood in the United States. The NBM was created by the National Telecommunications and Information Administration (NTIA), in collaboration with the Federal Communications Commission (FCC), and in partnership with 50 states, five territories and the District of Columbia. The NBM is a project of NTIA's State Broadband Initiative. The NBM will be updated approximately every six months and was first published on February 17, 2011.

The purpose of the Consumer Broadband Test (Beta) is to give consumers additional information about the quality of their broadband connections and to create awareness about the importance of broadband quality in accessing content and services over the internet. Additionally, the FCC may use data collected from the Consumer Broadband Test (Beta), along with submitted street address, to analyze broadband quality and availability on a geographic basis across the United States.

The new millennium has witnessed a rapid rise in broadband Internet connections in the United States. While the growth rate of total Internet connections at home slowed somewhat after 2001, the number of household broadband connections grew rapidly over the last decade. As of October 2010, the nationwide broadband adoption rate equaled 68.2 percent of households, up from 63.5 percent one year earlier. Overall, the growth of broadband Internet adoption in the United States stems from two sources: (1) supplanting dial-up services in many households, and (2) expanding the market for household Internet connections.
