Rail

The National Railroad Passenger Corporation (AMTRAK) is the only approved DoD rail passenger carrier in the Continental United States. In overseas areas, theater commanders must establish standards in accordance with host country agreements and conventions.

Except when otherwise specifically directed in travel orders, accommodations by rail transportation may be provided to members and DoD civilian employees as determined by the Transportation Officer (See JFTR, par. U3135, Train Transportation, and JTR, Par. C2208, Train Accommodations). Rail may be provided only when it meets mission requirements and is the most cost effective mode taking into consideration best value such as travel time, per diem, and miscellaneous expenses.

Regulatory guidance can be found in Chapter 105, Rail Transportation, of the Defense Transportation Regulation, Part 1, Passenger Movements.
