All agencies are required by statute to make
certain records created as of November 1, 1996, available online or in
another magnetic, optical or other electronic media. The Electronic
Reading Room contains records such as (1) final opinions and orders; (2)
final statements of policy that have not been published in the Federal
Register; (3) certain administrative manuals; and (4) frequently requested
records that are of general public interest or are likely to be the
subject of repeated requests. The 1996 amendments to the Freedom of Information Act (FOIA) mandate electronic availability of certain publicly accessible Agency FOIA materials and other information routinely made available to the public. This is commonly referred to as an Electronic Reading Room. Before submitting a FOIA request, please check to see if the information you are looking for is available in our Electronic Reading Room, or perhaps listed under another category on our website. 5 U.S.C. § 552(a)(2)(A) Records - Final opinions and orders made in the adjudication of cases that may be cited, used, or relied upon as precedents in future adjudications.
5 U.S.C. § 552 (a)(2)(C) Records - Administrative staff manuals and instructions, or portions thereof, that establish DoD policy or interpretations of policy that affect the public.
