Space Directorate
Responsible for physical monitoring of all aspects of the launch of a satellite in order to ensure that no unauthorized transfer of technology occurs, including technical assistance and technical data, when a license is approved for the export of a satellite
or related items for launch in a foreign country. The mission is mandated in PL 105-261.
Monitoring Division
- Reviews and approves Technology Transfer Control Plans (TTCP) developed by exporting companies whose licenses require monitoring and TTCP's through law or regulation
- Monitors Technical Interchange Meetings (TIMs) between engineers representing US export license holders and foreign entities where export licenses require DoD monitoring of defense services
- Monitors telephone conferences between engineers representing US export license holders and foreign entities where export licenses require DoD monitoring of defense services
- Monitors launch campaigns conducted jointly by U.S. and foreign entities under an export license where licenses requires DoD monitoring of defense services
- Reviews and approves release of technical data as authorized in specific licenses and technical assistance agreements
- Provides support to other DTSA offices to review disclosures of violations of the International Traffic in Arms Regulations (ITAR)
Mission Operations Division
- Provides support to the monitoring division and directorate management in the scheduling of travel for Technical Interchange Meetings (TIMs), telecons and launch campaigns
- Coordinates monitor availability among the four engineering teams to satisfy U.S. exporter requirements
- Makes all travel arrangements for both international and domestic travel for monitors
- Collects relevant data on monitoring activities for use in program administration
- Interfaces with US exporters for the reimbursement for monitoring services identified in PL 105-261
- Maintains liaison with Defense Finance and Accounting Service (DFAS) for all budget and financial transactions under the Space reimbursable account
- Supports the directorate by providing general administrative services and maintenance of records identified in PL 105-261
