Can former or current enlisted members become officers?

Yes, and there are a number of enlisted members who have become officers. Our current wing commander had prior military service as an enlisted sergeant in the active duty Air Force.

Who can become an officer?

United States citizens who have at least a bachelor's degree in any subject and meet all other qualifying standards. Certain career fields do require specialized degrees.
