Ms. Garrett joined the Federal Bureau of Prisons in September 1991, through the Department of Justice Honors Program, after completing a clerkship with a U.S. District Court Judge for the District of Columbia. She served as an Assistant General Counsel in the Legislative and Correctional Issues Branch until 1996 when she was named Executive Assistant for the Information, Policy and Public Affairs (IPPA) Division. She was promoted to Chief of the Office of Congressional Affairs in April 1999. In October 2001, Ms. Garrett was appointed Deputy Assistant Director for IPPA, then later, Senior Deputy Assistant Director for IPPA. In these latter two roles, she directed and provided oversight for a variety of functions within the agency, including public affairs, legislative affairs, policy development, research, and communications and archives. She joined the ranks of the Senior Executive Service in 2011. Ms. Garrett was promoted to and assumed the position of Assistant Director for IPPA on July 9, 2012.

Ms. Garrett attended the University of Michigan and University of Wisconsin-Madison. She received her bachelor's degree in 1986, and went on to work as a correctional officer at Western Wayne Correctional Facility in Plymouth, Michigan. She received her Juris Doctor degree from Washington University Law School in St. Louis, Missouri, in 1990. Ms. Garrett has written several articles and book chapters and co-edited one book.
