Base Realignment and Closure (BRAC) #137D - Realignment of Washington Headquarters (WHS) Civilian HR Transactional Functions to the Defense Logistics Agency (DLA), Human Resources Services-Department of Defense (DHRS-DOD), Columbus, OhioThe 2005 BRAC Act tasked the WHS Human Resources Directorate (HRD) with implementation of BRAC Recommendation #137D. This recommendation, which became effective November 7, 2010, mandated the realignment and relocation of WHS human resources transactional functions to DLA and consolidated them with the DLA Human Resources Services – Department of Defense (DHRS-DoD), Columbus, Ohio. Over the last several months, WHS/HRD has briefed at numerous leadership forums and administrative officers meetings on BRAC #137D and the breakout of WHS and DHRS-DoD functional responsibilities. The transactional work realigned to DHRS-DoD includes job opportunity announcement, applicant review and referral, post selection processing (drug testing and physicals), records management, employee benefits processing, coding and processing of personnel actions, position builds, and Defense Civilian Personnel Data System support. WHS/HRD will continue to maintain full advisory services for classification, staffing and recruitment (human capital planning, succession planning, workforce planning, and pay compensation), employee benefits counseling, learning and development, labor and management employee relations, and executive and political personnel.
