The 148th FW Bulldogs safely converted from the block 25 F-16 M to the Block 50 F-16 CM aircraft. At the same time, they continued to support 100% of NORAD Aerospace Control Alert requirements, higher headquarter’s inspections and expeditionary combat support deployment taskings. Chief Master Sgt. Raymond J. Phillips, 163rd Aircraft Maintenance Squadron, California Air National Guard received the Chief Master Sgt. Dick Red Award at the 2012 Air Force Association Conference in Washington D.C. Lt. Gen. Harry Wyatt, III presented the award to for Chief Master Sgt. Phillips being the Best Air National Guard maintainer. He expertly managed multiple sections through seven aircraft conversion of 92 aircraft. Joint STARS combat crew of the 128th Airborne Command and Control Squadron, 116th Air Control Wing, Georgia Air National Guard, received the Earl T. Ricks award for Best Air National Guard unit airmanship. Lt. Gen. Harry Wyatt, III presented the Earl T. Ricks Award for being the Best Air National Guard unit airmanship. Recognized for support of Operations Odyssey Dawn and Unified Protector, the crew led the dynamic targeting air campaign and enforced the no fly zone.
