West Carrollton Drug Dealer Receives Ten–Year Sentence
Five–year sentence for co–defendant
DAYTON — Charles Moore, 41, West Carrollton was sentenced in U.S. District Court today to ten years in federal prison, and was ordered to be under court supervision for the rest of his life, for buying bulk quantities of crack cocaine and heroin and selling it to drug addicts in Montgomery County and the surrounding area.

Stewart, United States Attorney for the Southern District of Ohio, Robert Browning, Special Agent in Charge, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Montgomery County Sheriff Philip S. Plummer and other agencies participating in the Regional Agencies Narcotics and Gun Enforcement Task Force (RANGE) announced the sentence handed down today by U.S. District Judge Walter Rice.
Moore was arrested on November 1, 2011 following an investigation by ATF and RANGE and has been in custody since his arrest. Moore pleaded guilty on January 12, 2012 to one count of conspiracy.
A co–defendant, Darren Chinn, 45, West Carrollton, was sentenced on May 9, 2012 to five years in prison followed by five years of supervised release. Chinn also pleaded guilty on January 12, 2012 to one count of conspiracy.
According to court documents, during the summer of 2011, Moore sought a location from which he could sell drugs, but that could not be linked to him through a rental agreement or other property records. Around that time, Moore approached Chinn and requested that Chinn rent a home at 4120 Infirmary Road in West Carollton, Ohio. Moore offered not only to provide Chinn with rent money for the residence but also to permit him to live there.
Over the next several months, Chinn rented the Infirmary Road residence on behalf of Moore. During this time, Chinn observed Moore selling drugs, including heroin and cocaine. On a handful of occasions, acting under Moore's direction, Chinn also distributed heroin and crack cocaine. In exchange for these occasional sales (as well as the rental of the Infirmary Road residence), Moore provided Chinn with personal use quantities of crack cocaine.
Stewart commended the cooperative investigation by RANGE and ATF, as well as Assistant U.S. Attorney Brent Tabacchi, who prosecuted the case.
The Montgomery County Sheriff’s Office along with other local, state and federal agencies combined to create RANGE, whose primary mission is to investigate crime throughout the Miami Valley. By combining resources, the RANGE Task Force can take a more proactive approach to reducing major crimes in Montgomery County.
