Prior to assuming his current position, Mr. Kosak served as the Principal Director for Strategy, Force Planning, and Mission Assurance from July 2008 to November 2011. He was selected for Senior Executive Service in June 2007. He also served as the Principal Director for OSD Partnership Strategy from March 2008 to May 2009; Principal Director for OSD African Affairs from June 2005 to March 2008; Deputy Director of OSD NATO Policy from October 2003 to June 2005; Political Advisor to the Commanding General of V Corps, United States Army Europe from September 1998 to August 2002; and Senior Policy Analyst on the OSD Balkans Task Force from January 1997 to August 1998. His deployments while serving the Army include Bosnia, Kosovo, Macedonia, Albania, and Israel.
Mr. Kosak served as Head of Office for the International Rescue Committee (U.S. NGO) in Mostar, Bosnia and as a Program Officer in Tuzla, Bosnia from September 1993 to March 1995. He also served as a Peace Corps Volunteer in the Congo from September 1988 to January 1991.
His awards include the Secretary of Defense Exceptional Civilian Service Award (2012); Secretary of Defense Meritorious Civilian Service Award (2008); the Office of the Secretary of Defense Group Achievement Award (2008); the Department of the Army Award for Superior Civil Service (2002); the Office of the Secretary of Defense Award for Excellence (2001); the Department of the Army Award for Civil Service (1999); the Office of the Secretary of Defense Aware for Excellence (1998); and the Office of the Secretary of Defense Joint Meritorious Unit Aware (1998).
Mr. Kosak holds a Master’s Degree from the Graduate Institute of International Studies in Geneva, Switzerland (International Politics and Economics), a Master of Science from the National War College, Washington, DC (National Security Studies), and a Bachelor’s Degree from the University of Massachusetts at Amherst (Economics and Political Science).
