Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction

The mission of the Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction is to support the Under Secretary of Defense for Policy and Assistant Secretary of Defense for Global Strategic Affairs by developing strategies, policies, and overseeing the execution of approved policies and programs regarding Chemical, Biological, Radiological and Nuclear (CBRN) defense, Weapons of Mass Destruction (WMD)/missile proliferation, and global threats.

Countering Weapons of Mass Destruction Missions, includes:

  • Non-Proliferation: International negotiations (e.g., Organization for the Prohibition of Chemical Weapon {OPCW}, North Korea), compliance certification of DoD programs
  • WMD Interdiction: Stop WMD-related shipments through Proliferation Security Initiative (PSI), UN Security Council resolutions against Iran and North Korea, Maritime Counterproliferation Interdiction executive order
  • Border Security: WMD capacity-building, Central Asia, Former Soviet Union (FSU)
  • Information Sharing: Pivot off of existing programs to widen information sharing networks
  • Policy Guidance Requiring Development of Capabilities: Joint Task Force for Elimination, Interdiction, Transformational Medical Technology Initiative
  • Building International CBRN Defense Capabilities: Foreign Consequence Management, Elimination, Biodefense (NATO, Asia-Pacific, Middle East), Installation Protection Program
  • Support to WMD operations:  (e.g., Libya, Operation Tomadachi)

Leadership

Rebecca K.C. Hersman

Rebecca K.C. HersmanMs. Rebecca K.C. Hersman was named Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction for the Office of the Under Secretary of Defense in March 2009. In this role she is responsible for establishing policies and guidance to protect US and Allied war fighters against a chemical, biological, radiological, or nuclear (CBRN) attack from a state actor or terrorist. Ms. Hersman also represents the Department’s interests on counter proliferation and non-proliferation policy issues, including the Biological Weapons Convention, Chemical Weapons Convention, and Nuclear Non-Proliferation Treaty, as well as the Cooperative Threat Reduction Program.

Ms. Hersman was a Senior Research Fellow with the Center for the Study of Weapons of Mass Destruction at the National Defense University from 1998-2009. Her primary projects have been the role of the Department of Defense in mitigating the effects of chemical and biological weapons attack both in the United States and against US interests abroad, concepts and strategies for eliminating an adversary's WMD programs, as well as proliferation issues facing the Department of Defense and US government more generally. Ms. Hersman also directed the WMD Center’s Program for Emerging Leaders, an initiative designed to shape and support the next generation of leaders from across the US government with interest in countering weapons of mass destruction. Prior to her service at National Defense University, Ms. Hersman held positions as an International Affairs Fellow with the Council on Foreign Relations, Special Assistant to the Under Secretary of Defense for Policy, and a member of the professional staff of the House Armed Services Committee.

She completed her undergraduate study at Duke University, received her Master's Degree from Georgetown University and is a member of the Council on Foreign Relations. She is the author of Friends and Foes: How Congress and the President Really Make Foreign Policy (Brookings Institution Press, 2000), as well as several other publications on consequence management, WMD elimination and other proliferation topics.

Principal Director, Countering Weapons of Mass Destruction, Ms. Laura Gross

Acts as Deputy to the Deputy Assistant Secretary of Defense in all matters related to the Countering Weapons of Mass Destruction portfolio.

Director, Chemical, Biological, Radiological and Nuclear Defense Policy, Dr. Jason Hamm

Areas of responsibility include chemical, biological, radiological, and nuclear defense programs and operations, WMD elimination, foreign consequence management, building partnership capacity, coalition interoperability, chemical treaties and policy, and the Global Initiative to Combat Nuclear Terrorism.

Director, Cooperative Threat Reduction Policy, Mr. Jed Royal

Areas of responsibility include CTR policy, man-portable air defense systems (MANPADS), small arms/light weapons (SALW), international counterproliferation programs, WMD border security

Director, Transnational Threats., Mr. Don Leathem

Areas of responsibility include Department of Defense support to nonproliferation treaties, WMD/missile interdiction, the Proliferation Security Initiative, WMD/missile control regimes, WMD-related sanctions, and oceans policy (to include the Law of the Sea Convention).


Goals
  • prevent and counter global trafficking in WMD/missiles;
  • protect and defend against WMD use and the proliferation of WMD; and respond by preparing for a post-WMD environment, and
  • helping countries to build capacity and control ungoverned spaces, and
  • attacking networks across all threats.
