I am opposed to the changes proposed to the COPPA Rule. It is vague to the point of being arbitrary, and will not in practice provide any protection at all to children. Worse, it will actually _decrease_ the privacy protections of the rest of the internet using population and create onerous regulatory burden on parties not previously subjected to regulation under this Rule.
