Brigadier General Otis E. Winn entered the service at West Point, N.Y., in October 1942. He was commissioned a second lieutenant in April 1943 after graduating from the Quartermaster Officers' Candidate School.
General Winn was born in Front Royal, Va., in 1922. He attended the University of Maryland and The George Washington University. He graduated from Tampa University with a bachelor of arts degree.
During World War II he served as an operations officer in the 2nd Quartermaster Depot Supply Company (Airborne) with the 1st Allied Airborne Army and later commanded the 3rd Air Cargo Resupply Squadron which accomplished the parachute resupply of airborne forces during the invasions of France, Holland and Germany and at Bastogne.
Subsequently, he served in various capacities in the logistics field until 1951 when he activated the 1st Aerial Port Squadron which was tasked to air drop the thousands of tons of supplies and equipment necessary to build the Dew Line and the Greenland Ice Cap Radar sites.
From 1954 to 1958, General Winn was the deputy for traffic, 322nd Air Division in Europe and was responsible for the operation of 19 air terminals in nine countries. From 1958 to 1962, the general was chief of the Air Transportation Planning Office. From 1963 to 1966, General Winn was chief of transportation for U.S. Strike Command. From 1966 to 1969, he was chief of transportation for U.S. European Command.
From Feb. 1, 1970 to June 30, 1970, General Winn was assistant commander for personal property, Military Traffic Management and Terminal Service, Washington, D.C. On July 1, 1970, he was designated deputy commander, Military Traffic Management and Terminal Service, Washington, D.C.
General Winn holds the Legion of Merit with oak leaf cluster, Air Medal, Air Force Commendation Medal with oak leaf cluster and the Army Commendation Medal.
He is a graduate of the U.S. Air Force Air Tactical School (1948), Air Command and Staff College (1954), U.S. Air Force Logistics Management Course (1960), Aerospace Operations Course (1961) and Air War College (1963).
