Washington, Oregon and Idaho are included within the Northwest Division of OLE. Though landlocked, Idaho is a primary area of responsibility for NOAA enforcement initiatives because of protected salmon and their habitat.

Endangered species concerns in the Northwest include several salmon species and matters related to both harvesting and water management (habitat) that affect the potential recovery of these fish. The commercial fishing industry involving groundfish species has become an increasingly higher priority for the Division as a result of declining stocks and increased fishing effort. The enforcement of international activity related to the Division's northwest border with Canada and importation issues creates significant service demands for the Northwest Division as well.

The Division is also responsible for marine mammal issues, which includes the protection of endangered orcas, and supports initiatives for the Olympic Coast National Marine Sanctuary. Other program responsibilities of the Division include support for the Alaska Observer Program and Vessel Monitoring. The states of Washington and Oregon both participate in the Cooperative Enforcement Program.
