ANNOTATION: The need for offenders to receive specific services upon release from incarceration is explained. This White Paper covers: the definition for basic needs for offenders; approximately 650,00 offenders are released from incarceration back into communities; employment is associated with lower recidivism rates; pre-release activities and readiness programs increase job placement and retention; a large percentage of offenders lack basic life skills; the lack of resources to address offender health issues, mental health, and /or physical disabilities significantly impact re-entry efforts and therefore recidivism; and addressing basic essentials requires community-based organizations to work together.
