SOUDA BAY, Crete (June 1, 2011) -- Rear Adm. Michael Tillotson, Commander,  U.S. Navy Expeditionary Combat Command, speaks to multimantional representatives from the ships and maritime interdiction operations (MIO) boarding teams participating in Phoenix Express 2011 (PE-11) during the pre-sail brief at the NATO Maritime Interdiction Operational Training Center in Souda Bay, Crete, June 1, 2011.  The participants are preparing to shift the exercise from the training phase to the underway phase, commencing June 7.  A three-week evolution divided into two phases of training, PE-11 is designed to enhance regional maritime partnerships among the 13 participating nations in their efforts to deter illicit trafficking at sea.
