The Air Traffic Control System Command Center is in the process of realigning the operational workforce and transitioning select nonsupervisory duties currently being performed by management personnel to the traffic management specialists. This change cancels and incorporates N JO 7210.781, Air Traffic Control System Command Center (ATCSCC) Transition Team Duty Requirement Modifications, effective August 15, 2011.

b. 2-1-17. PROHIBITED/RESTRICTED AREAS

This change deletes the exemption for `Drone and other unmanned aircraft flight operations' for the application requirement of separation minima. This change cancels and incorporates N JO 7210.771, Change to JO 7210.3W, Facility Operations and Administration (11/09), effective March 11, 2011.

c. 2-6-6. RELIEF PERIODS

This change revises wording applying to the purpose and utility of relief periods. This change cancels and incorporates N JO 7210.783, Relief Periods, effective July 25, 2011.

      Appendix 4. List of Medium and Large Hub Airports

The Tarmac working group met and discussed procedures pertaining to Tarmac Delay Operations. Changes include adding the 4-hour tarmac delay for U.S. carriers conducting international flights and streamlining reporting procedures for facilities experiencing tarmac delays. This change cancels and incorporates N JO 7210.787, Enhancing Airline Passenger Protections (Three/Four-Hour Tarmac Rule), effective August 25, 2011.

e. 3-9-4. Emergency obstruction video map (eovm)

This change requires the establishment of an EOVM in terminal radar facilities whose delegated areas of control is within designated mountainous areas as defined in 14 CFR Part 95, Subpart B, and clarifies the process for submitting EOVM maps and subsequent changes. It also changes the review interval from annually to at least once every 2 years to harmonize with instrument approach procedures and Minimum Vectoring Altitude/Minimum Instrument Altitude chart submissions.

This change implements the FY11 Business Plan Activity 11C.179E1, Target 1, to redefine requirements and update FAA orders on reviewing and updating letter(s) of agreement/standard operating procedure(s) on a yearly basis.

g. 5-3-7. OPEN SKIES TREATY AIRCRAFT PRIORITY FLIGHTS (F AND D)

This change adds a note on where to find the reference to OPEN SKIES flights that require priority handling. It also clarifies that the Central Altitude Reservation Function (CARF) is the entity in the ATCSCC that is the coordination unit between the Defense Threat Reduction Agency (DTRA) and FAA facilities. Additionally, it adds phone numbers to assist facilities in contacting CARF and DTRA, if needed, and clarifies the requirement for ARTCCs/ CERAPs/HCF to notify all Special Use Airspace using/scheduling agencies along the route of flight. This change cancels and incorporates N JO 7210.777, Open Skies F and D Treaty Aircraft, effective June 1, 2011.

h. 10-3-11. AIRCRAFT CONSTRUCTION
       10-3-12. CHANGE IN RUNWAY LENGTH DUE TO CONSTRUCTION
       10-4-1. AUTOMATIC TERMINAL INFORMATION SERVICE (ATIS)

This change adds requirements when the available runway length has been shortened due to construction. These changes do not transfer pilot responsibility to the controller, but ensures that changes in runway length due to construction are communicated as an additional layer of safety. This change cancels and incorporates N JO 7210.786, Runway Construction, effective September 22, 2011.

i. 10-4-7. SIMULTANEOUS WIDELY- SPACED PARALLEL OPERATIONS

This paragraph is being added to reflect changes to FAA Order JO 7110.65, Air Traffic Control, regarding widely-spaced parallel and Area Navigation approaches. This change cancels and incorporates N JO 7210.780, Simultaneous Widely-Spaced Parallel Operations, effective July 29, 2011.

j. 17-4-6. VOLCANIC ASH

This change provides guidance for establishing lines of communication to verify and disseminate timely and accurate information during and after a volcanic eruption. This guidance is not all inclusive; it establishes a baseline for preparedness and mitigation activities that must be accomplished to prevent a catastrophic event. This change cancels and incorporates N JO 7210.785, Volcanic Ash, effective September 16, 2011.

k. 17-5-5. STATIC COORDINATION

This change modifies the reporting dates specifically clarifying when updates are required from field facilities for Aviation System Performance Metrics data in the Operational Information System. This change cancels and incorporates N JO 7210.784, Static Coordination, effective September 16, 2011.

l. 18-1-6. ISSUANCE OF CERTIFICATE OF WAIVER OR AUTHORIZATION

This change adds the Air Traffic Organization as an approving authority for a Certificate of Waiver or Authorization for Unmanned Aircraft flight for up to 24 months.

m. 19-8-2. REQUESTING AUTHORITIES

This change replaces Airspace and Rules Manager with System Operations Security as the office that has jurisdiction over 14 CFR 99.7 Temporary Flight Restrictions.

n. Appendix 2. Air Carrier Points of Contact for Aircraft Identification Problems

This change updates the contact information for Southwest Airlines.

o. Entire publication.

In compliance with FAA Order 1000.36, FAA Writing Standards, the word “shall” is replaced with “must” to ensure plain language standards are applied (with few exceptions).

Now that Flight Service Stations (FSS) nationwide are using modern automated operational systems, there is no longer a need for identifying certain sites as “automated." Therefore, the term has been removed from the publication.

p. Additional editorial/format changes were made where necessary. Revision bars were not used because of the insignificant nature of these changes.
