CIO Council Releases 1999 Strategic Plan(http://cio.gov)

WASHINGTON, DC - The Federal Chief Information Officers (CIO) Council published their fiscal year 1999 Strategic Plan on the Internet at the CIO Council's homepage http://cio.gov . The CIO council, chaired by Office of Management and Budget Deputy Director Ed DeSeve, is the principal interagency forum for improving agency practices in managing information recourses. It was established in July 1996.

Vice Chair Jim Flyzik noted that the strategic plan outlines the critical steps in addressing priority issues such as Federal Year 2000 conversion testing, and security practices used to protect Federal service delivery. In addition, the plan summarizes the council's fiscal year 1998 accomplishments, such as the evolving Information technology Investment Portfolio System (I-TIPS) and the conceptual framework for a Federal information architecture.

In the months ahead, the Council will continue to strengthen its partnerships with other Federal steering groups such as the Chief Financial Officers Council, the Government Information Technology Services Board, and the Human Resources Development Council. These interagency groups have already begun to work collaboratively on key issues such as capital planning and workforce retention. GSA's CIO Shereen Remez serves as the Co-Chair of the CIO's Council's Capital Planning and IT Investment Committee which leads the council's efforts to implement the investment provisions of the Clinger-Cohen Act of 1996.

The Council is comprised of CIOs and Deputy CIOs from 28 large Federal departments and agencies, two CIOs from small Federal agencies, representatives from the Office of Management and Budget, and the Chairs of the Government IT Services Board, and IT Resources Board. The Council is chaired by the Deputy Director for Management , OMB and the Vice Chair is an agency CIO elected by the CIO Council on a rotating basis.
