Experts from USIP are monitoring developments in the two Sudans following South Sudan's declaration of independence on July 9.
The exclusionary governance that led South Sudan to secede from the rest of Sudan continues to bedevil the government of the new Republic of Sudan to the north. Both the July secession and the Arab Spring could provide the impetus the ruling party needs to lead national governance reforms and to engage its diverse citizenry in making a new constitution.

Overview
In the Republic of Sudan, governance issues related to the marginalization of many groups from the central concentration of wealth and power in Khartoum remain at the heart of the ongoing conflicts throughout the country, including in Darfur. Along the border, violence has erupted in both Abyei and Southern Kordofan states, and Southern Kordofan and Blue Nile states continues to agitate for increased autonomy through the CPA-mandated popular consultation process. Moreover, with South Sudan’s secession, the Republic of Sudan is facing significant economic hardship due to lost oil revenue, and the Arab Spring revolts have the potential to shake the current National Congress Party regime.
While the peace process for Darfur has seen a new push forward, the conflict in Southern Kordofan state has serious implications for long-term stability. Due to lack of reliable information, the number of deaths caused by fighting between the Sudan Armed Forces (SAF) and the Sudan People’s Liberation Movement/Army-North (SPLMN) in Southern Kordofan state is unknown, but aid agencies have reported targeted ethnic killings by northern forces, and the fighting has created a humanitarian crisis through the displacement of more than a hundred thousand civilians and the destruction of homes and livelihoods.
USIP engages in Sudan on many of these critical issues, with the overarching goal of promoting the resolution of Sudan’s governance and stability issues through a comprehensive approach.
