TTB Appoints New Assistant Administrator


Washington, D.C. – The Alcohol and Tobacco Tax and Trade Bureau (TTB) has announced the selection of Victoria (Vicky) I. McDowell to be the new Assistant Administrator, Field Operations. In this capacity, Ms. McDowell is responsible for the planning, development, and monitoring of the bureau’s field inspection and investigative programs. Ms. McDowell also oversees the National Revenue Center, which is responsible for the annual collection of approximately $15 billion in tax revenue, and issues permits to those required to obtain them under the Federal Alcohol Administration Act and the Internal Revenue Code.

Ms. McDowell began her Federal Government career in 1980 with the Department of Agriculture where she was responsible for the internal audit of a $60 billion loan portfolio. Following that she held various supervisory and management positions in financial management within the Treasury Department. Ms. McDowell joined the Bureau of Alcohol, Tobacco and Firearms (ATF) in 1998 and was responsible for the audited financial statements for the Bureau. Ms. McDowell became the Chief of the Tax Audit Division and served in that capacity until the creation of TTB in 2003, where she served as Deputy Assistant Administrator, Field Operations.

Ms. McDowell received her undergraduate and master’s degrees from Pennsylvania State University.
