Biography: Jay Petillo, M.P.P.

Jay Petillo is the Director of ASPR’s Office of Financial Planning and Analysis whose mission is to Transform Resources into Value for ASPR.  FPA achieves this by leading ASPR seamlessly through every aspect of financial management from planning to programming, budgeting, execution, reporting and evaluation to serve as a trusted advisor, provide service excellence, analytical expertise, advocacy and action.  The vision of FPA is for ASPR’s performance and people and the nation’s preparedness to be Valued Beyond the Numbers.  

Jay received a B.S. in Communications with a major in Broadcasting and Film from Boston University’s College of Communication. He holds a Masters in Public Policy with a concentration in health policy from Duke University Terry Sanford School of Public Policy.  Jay also is a graduate of Harvard University’s Kennedy School of Government Executive Education Program in Driving Government Performance.

Jay started his federal career in HHS as a Presidential Management Intern in 1997 and served in the Office of the Assistance Secretary for Management and Budget as program analyst for public health programs, including emergency preparedness.  He has been with ASPR or its predecessor offices since 2002 and was appointed a member of the Senior Executive Service in 2006 the year he is also received the Secretary’s Award for Distinguished Service.

Jay lives with his wife and three children in Bethesda, enjoys hikes along the Potomac River and coaching his kids’ community sports teams.
