ANNOTATION: Anyone worried about the state of education in the United States needs to read this report. A “policy agenda that will financially prioritize investments in education over incarceration, provide equal protection under the law, eliminate sentencing policies responsible for over incarceration, and advance public safety strategies that effectively increase healthy development in communities” is laid out (p. 1). Six sections follow an executive summary: introduction; America’s prison system—unfair and broken; educate or incarcerate—prison spending of $70 billion restricts education funding; mapping the problem at the neighborhood level—community impact—Los Angeles (CA), Philadelphia (PA), Indianapolis (IN), Jackson (MS), and New York City; putting education first by enacting smart and safe reforms; and call to action and recommendations—invest to educate, not to incarcerate.
