ANNOTATION: The realignment of responsibility for juvenile offenders from the state of California to its counties, except for the most serious juvenile offenders, is evaluated. Sections in addition to an executive summary are: juvenile justice in California; realignment leadership and oversight; juvenile offenders remaining at the state level; conclusion; and the Commission's study process. Three recommendations are made to address "the most serious threat to successful realignment . . . the lack of a leadership structure at the state level to guide and oversee the juvenile justice system" (p. iv).
